Despite improvements in road safety over the past several decades, accident rates remain high for young drivers. One accident countermeasure that is expected to improve the safety record of this group is graduated licensing. The philosophy behind this licensing system is that novice drivers, of whom the majority are young, should be restricted to relatively safe driving environments during the initial learning period. Graduated licensing was implemented in the Province of Ontario, Canada in 1994. The objective of this study is to estimate the potential benefits and costs for young drivers associated with two components of the Ontario graduated licensing package: the late-night driving curfew and the high-speed roadway restrictions. Based on accident and travel data for the year 1988, accident-involvement rates per kilometre driven were calculated for different driver groups for various combinations of time of day and roadway speed limit. These rates were then applied to the expected mobility profiles of young drivers affected by graduated licensing. The results of the study support the late-night curfew and suggest that this component of the licensing package should reduce total accident involvements for the affected group by up to 10 percent and fatal accident involvements by up to 24 percent, while reducing their total driving by only four percent. By contrast, the empirical evidence suggest that the high-speed roadway restrictions are likely to increase accident involvements, and thus it is strongly recommended that this component of Ontario's graduated licensing package be changed.  相似文献

ABSTRACT

The aim of traffic management is to ensure a high quality of service for a maximum number of users by decreasing congestion and increasing safety. Uncertainty of travel times decreases the quality of service and leads end users to modify their plans regardless of the average travel time. Indicators describing travel time reliability are being developed and should be used in the future both for the optimization and for the assessment of active traffic management operations. This article discusses the efficiency of certain reliability indicators in an ex-post assessment of a traffic management strategy. Ex-post assessment is based on an observational before–after study. As some factors other than the studied management strategy may intervene between the two periods, and as most reliability indicators require knowledge of the full travel time distribution and not only its average, a methodology is developed for the identification of the impact of these exogenous factors on the whole distribution. Many reliability indicators are split into different parts allowing the identification of the part due to the management strategy impact. The methodology is tested numerically on a managed lane operation consisting of Hard Shoulder Running (HSR) at rush hour on a section of a French motorway. The variation of some reliability indicators appears misleading, whereas the splitting of the indicators increases our understanding of the strategy and highlights its impact. The paper gives the reliability assessment of the HSR field test and discusses different reliability indicators to identify their potential performances and shortcomings.  相似文献

This article presents a model for solving solid-fluid interactions in vehicles carrying liquids. A tractor-semitrailer model is developed by incorporating suspension systems and tire dynamics. Owing to the solid-fluid interaction, equations of motion for the vehicle system are coupled. To simplify the complicated solution procedure, the coupled equations are solved separately using two different codes. Each code is analyzed separately; but as the parameters of the two codes depend on each other, the codes must be connected at the end of each time step. To determine the dynamic behavior of the system, different braking moments are applied. As the braking moments increase, braking time decreases. However, it turns out that increasing the braking moment to more than a certain level produces no significant results. It is also shown that vehicles carrying fluids need a greater amount of braking moments in comparison to vehicles carrying solids during braking. In addition, as the level of the fluid inside the tanker increases, from one-third to two-third of the tanker's volume, the sloshing forces applied to the tanker's walls increase. It was also concluded that the strategy used in this article to solve for the solid-fluid interaction by incorporating vehicle dynamic effects represents an effective method for determining the dynamic behavior of vehicles carrying fluids in other critical maneuvers.  相似文献

Compared to a scalar pressure sensor, a vector sensor can provide a higher signal-to-noise ratio (SNR) signal and more detailed information on the sound field. Study on vector sensors and their applications have become a hot topic. Research on the representation of a vector field is highly relevant for extending the scope of vector sensor technology. This paper discusses the range-frequency distribution of the vector field due to a broadband acoustic source moving in a shallow-water waveguide as the self noise of a surface ship, and the vector extension of the waveguide impulse response measured over a limited frequency range using an active source of known waveform. From theory analysis and numerical simulation, the range-frequency representation of a vector field exhibits an interference structure qualitatively similar to that of the corresponding pressure field but, being quantitatively different, provides additional information on the waveguide, especially through the vertical component. For the range-frequency representation, physical quantities that can better exhibit the interference characteristics of the waveguide are the products of pressure and particle velocity and of the pressure and pressure gradient. An image processing method to effectively detect and isolate the individual striations from an interference structure was reviewed briefly. The representation of the vector impulse response was discussed according to two different measurement systems, also known as particle velocity and pressure gradient. The vector impulse response representation can not only provide additional information from pressure only but even more than that of the range-frequency representation.  相似文献

Complexity of car park activity is reproduced from a concurrent execution of behaviour of various drivers. This paper presents a step in the development of a multimodal traffic simulator based on multi‐agent paradigm and designed as a decision aid tool as well as a video game. The user‐player has the opportunity to test different scenarios. We propose an approach for designing the decision‐making rules and the learning mechanism for a car driver agent. For that, a panel of methods such as stated preference modelling, Design Of Experiments and data fusion is used. Initial behavioural models, based on similar preferences, are developed for specified categories. Each agent will adapt its behaviour after executing its learning process. Our approach can be used in order to optimize needs of road network users and those of people in charge of traffic regulation. A demonstrator has been developed to test parking policies in an urban area as well as changes of car park characteristics.  相似文献

In the aftermath of disasters, evacuating aging victims and maintaining an optimal flow of critical resources in order to serve their needs becomes problematic, especially for Gulf Coast states in the USA such as Florida, where more than 6.9 million (36.9%) of the population are over age 50. Scanning the literature, there is no substantial prior work that has synthesized the requirements for a multi-modal emergency needs assessment that could facilitate the safe and accessible evacuation of aging people, and optimize the flow of resources into the affected region to satisfy the needs of those who remain. This paper presents a review of the aging population-focused emergency literature utilizing a knowledge base development methodology supported with a geographic information system-based case study application set in Florida. Importance is given to both ensuring the resiliency of the transportation infrastructure and meeting the needs of aging populations. As a result of this metadata-based analysis, critical research needs and challenges are presented with planning recommendations and future research directions. Results clearly indicate that transportation agencies should focus on clear and fast dissemination of disaster-related information to the aging populations. The use of paratransit services for evacuating aging people, especially those living independently and/or in rural areas, is also found to be of paramount importance.  相似文献

The ports of Mediterranean basin have experienced significant growth in container traffic over the last decade. In the western Mediterranean two distinct types of port have emerged: the established ports of the northern part of the basin which serve a gateway function and a set of new ports in the south which act as transhipment hubs. In this paper we explore the dynamics of change and reveal how growth is driven by shifts in individual trades. While the hub ports are integrated into Asian pendulum services, the gateway ports are experiencing growth because of new direct services to Asia and North America. We suggest that the distinctions between the transhipment hubs and the gateway ports are becoming blurred, especially because the gateway ports are also assuming greater transhipment roles. We also explore whether this new dynamism in the Mediterranean ports is reversing the long-standing hinterland domination of the ports of the northern range. We demonstrate that the gateway ports of the western Mediterranean continue to serve local and regional markets, with very limited penetration north of the Alps and Pyrenees. This is due in part to difficulties with rail services but also because of the continued efficiency of the northern range ports and their hinterland connections. We suggest that in the short run, at least, little change is likely.  相似文献

This paper aims at estimating the economic impact of a supply change in the bus transit service in a Canadian city of medium size. By using a quasi-experiment approach and a difference-in-differences (DID) estimator, it evaluates the impact of the introduction of a rapid bus transit (RBT) in Quebec City (Canada) through a spatio-temporal analysis of house price variations. The hedonic price model shows that the new service generates an increase in house price ranging from 6.9% to 2.9%, for those properties located close to the service corridor where the population is quite dense and where the service was offered initially. Using sales transaction data and municipal assessment records from 1997, the effect on price is translated into an economic impact for the whole region. The paper shows that the improvement in public transit supply generates, for Quebec City, a significant fiscal impact estimated to $6 M and a plus-value for properties owners close to $35 M over 12 years. Finally, the implications of this kind of analysis for urban planning and development are discussed.  相似文献
