Increasingly, natural resource managers see the marine protected areas that they are responsible for as linked social-ecological systems. This requires an equal focus on managing for both natural and human dimensions of the protected estate. Consequently, identification of indicators that represent the human dimensions of Large Scale Marine Protected Areas (LSMPAs) such as the Great Barrier Reef (GBR) is critical if these values are to be properly considered as part of standard management practice. Assessment and monitoring of the human dimensions of LSMPAs requires a replicable, collaborative process, rolled out at local scales but comparable across vast, socially and geographically diverse areas. This paper explores the application of a process for the development, assessment, and monitoring of the GBR's human dimensions. The process includes (a) development of a conceptual framework that links indicator sets to the desired state of the GBR's human dimensions; and (b) a collaborative approach including ten practical steps to implement assessment, monitoring, and benchmarking of the human dimensions of an LSMPA. We conclude with examination of challenges and opportunities for implementing this process in the GBR context, specifically with respect to the targets and objectives of the Reef 2050 Long-Term Sustainability Plan. 相似文献

In 2003 and 2004 there were major changes to the legislative environment in New Zealand, with the enactment of the Land Transport Management Act, 2003 which formed the New Zealand Transport Agency. The Transport Agency has a statutory role of assisting and advising approved organisations (usually local government) and approving procurement procedures. Following the introduction of the Land Transport Management Act a review of existing public transport legislation took place leading to the introduction of the Public Transport Management Act early in 2009. This paper discusses the role of procurement strategies in obtaining value for money objectives for public transport services within the new legislative environment. A case study of Greater Wellington Regional Council’s Procurement Strategy for bus and ferry services is presented to demonstrate the usefulness of strategic thinking. 相似文献

Schedule-based or headway-based control schemes to reduce bus bunching are not resilient because they cannot prevent buses from losing ground to the buses they follow when disruptions increase the gaps separating them beyond a critical value. (Following buses are then overwhelmed with passengers and cannot process their work quick enough to catch up.) This critical gap problem can be avoided, however, if buses at the leading end of such gaps are given information to cooperate with the ones behind by slowing down.This paper builds on this idea. It proposes an adaptive control scheme that adjusts a bus cruising speed in real-time based on both, its front and rear spacings much as if successive bus pairs were connected by springs. The scheme is shown to yield regular headways with faster bus travel than existing control methods. Its simple and decentralized logic automatically compensates for traffic disruptions and inaccurate bus driver actions. Its hardware and data requirements are minimal. 相似文献
