A community group was formed to consider establishing marine reserves within the Channel Islands National Marine Sanctuary in southern California. Membership included representatives from resource agencies, environmental organizations, commercial and recreational fishing interests, and the general public. While the group agreed on several areas for fishing closures, members could not reach consensus on a specific network design. Several factors interfered with the group's effort in attaining agreement resulting in the endeavor subsequently being replaced by a "top-down" approach that lacks the support of the fishing community. Lessons learned from the project emphasize the need by marine protected area participants to recognize irreconcilable impasses early in the process and to seek solutions to maneuver around them. The importance of keeping the fishing community fully engaged is discussed.  相似文献

Beach erosion presents a hazard to coastal tourism facilities, which provide the main economic thrust for most Caribbean small islands (CSIs). Ad hoc approaches to addressing this problem have given way to the integrated coastal zone management (ICZM) approach, which recommends data collection, analysis of coastal processes, and assessment of impacts. UNESCO's Coast and Beach Stability in the Caribbean (COSALC) project has provided most CSIs with an opportunity to monitor their beaches and collect over 10 years of data. Research has been directed at integrating these data with geographic information systems (GIS) and other information technologies to develop a prototype beach analysis and management system (BAMS) for CSIs. This article presents the results of phase I development of this effort, which includes the development of tools for integrating spatial and non-spatial coastal data, estimating long-term beach erosion/accretion and sand volume change trends at individual beaches, identifying erosion-sensitive beaches, and mapping beach erosion hazards. The Southeast Peninsula, St. Kitts, is used as a case study to develop these tools and demonstrate system functionality.  相似文献

Natural variability in the myriad of physical processes that impact and control estuaries occurs at time scales that typically may exceed or partly exceed many monitoring programs. With respect to documenting and monitoring impacts of human influences- on estuaries, it is therefore important to frame the results of short-term monitoring programs within the context of longer term natural variability in the environment. In the Tampa Bay, Florida area, climate variability strongly influences seasonal precipitation, stream flow, and salinity. In particular, El Niño-Southern Oscillation impacts during the winter have the potential to influence both the availability of surface water for water supply withdrawal and the evaluation of the impacts of surface water withdrawals on the ecosystem.  相似文献
