We estimated the benefits associated with reducing fatal and severe injuries from traffic accidents using a stated choice experiment where choice situations were generated through a statistically efficient design. Specifically, the risk variables were defined as the expected annual number of vehicle car-users that suffered their death or were severely injured in a traffic accident. In addition, and differing from previous research, the number of pedestrians that died or were severely injured in traffic accidents per year was also included as a risk attribute in the choice experiment, to attempt at measuring drivers’ willingness to pay to reduce the risk of hitting pedestrians in a crash. The empirical setting was a choice of route for a particular trip that a sample of car drivers periodically undertakes in Tenerife, Spain. Models were estimated accounting for random taste heterogeneity and pseudo-panel data correlation. The median of the distribution of simulated parameters was used to obtain a representative measure for the monetary valuation of risk reductions. We found that the ratio between the values of reducing the risk of suffering a serious injury and that of reducing a fatality was approximately 18 %. Further, and quite novel, we also found that the value of reducing a pedestrian fatality was 39 % of the value of reducing a car occupant fatality.  相似文献

A survey on 10 temporary and permanent water-bodies, located at more than 2000 m above the sea level in the central part of Mexico resulted in the presence of 17 cyclopoid and five calanoid copepods. From the total taxa found, seven are new to the country: Leptodiaptomus assiniboiaensis (Anderson), Microcyclops dubitabilis Kiefer, Ectocyclops rubescens Brady, Eucyplops cf. bondi Kiefer, Eucyclops cf. prionophorus Kiefer, Eucyclops pseudoensifer Dussart, and Eucyclops cf. solitarius. The female of Leptodiaptomus mexicanus, a species known only from a single male found near Mexico City in 1929, is here described for the first time. Copepod fauna for each of the systems was highly diverse, with up to 12 species co-occurring in temporary ponds. This study revealed a mixture of north and south American taxa in the area.  相似文献

While road freight transport is essential to any modern economy, short sea shipping (SSS) offers a competitive alternative mode of freight transport in terms of private and social costs, when applied in the connection of mainland ports. This mainly stems from the fact that within the context of the latter costs, accidents and environmental impacts in many road links constitute undesirable externalities with which road freight transport is heavily burdened. This paper compares the aforementioned economics of road and sea transport with reference to the connection of the port of Patra (the main western freight gate of Greece) with West Attica (the biggest Greek industrial centre), aiming at providing a viable solution towards the promotion of SSS in the transport chain between mainland ports.  相似文献

ABSTRACT

Cost overruns are an endemic feature of the provision of transport infrastructure worldwide. In recent decades, a considerable amount of studies has been devoted to assessing the magnitude and determinants of cost overruns in the transportation sector. However, the empirical findings are scattered between different strands of literature, ranging from the fields of construction engineering and management to that of applied economics. To shed light on the determinants of cost overruns in the execution of transport infrastructure projects, we conduct a systematic review of the empirical literature on the topic. Of the 945 articles retrieved, 26 articles published between 2000 and 2016 meet our inclusion criteria. For them, we describe the different empirical approaches, we provide a classification of the determinants employed in the analyses and summarise their impact on cost overruns. Finally, we suggest some directions for further research in the field.  相似文献

A sequential assimilative system has been implemented into a coupled physical–biogeochemical model (CPBM) of the North Atlantic basin at eddy-permitting resolution (1/4°), with the long-term goal of estimating the basin scale patterns of the oceanic primary production and their seasonal variability. The assimilation system, which is based on the SEEK filter [Brasseur, P., Verron, J., 2006. The SEEK filter method for data assimilation in oceanography: a synthesis. Ocean Dynamics. doi: 10.1007/s10236-006-0080-3], has been adapted to this CPBM in order to control the physical and biogeochemical components of the coupled model separately or in combination. The assimilated data are the satellite Topex/Poseidon and ERS altimetric data, the AVHRR Sea Surface Temperature observations, and the Levitus climatology for salinity, temperature and nitrate.In the present study, different assimilation experiments are conducted to assess the relative usefulness of the assimilated data to improve the representation of the primary production by the CPBM. Consistently with the results obtained by Berline et al. [Berline, L., Brankart, J-M., Brasseur, P., Ourmières, Y., Verron, J., 2007. Improving the physics of a coupled physical–biogeochemical model of the North Atlantic through data assimilation: impact on the ecosystem. J. Mar. Syst. 64 (1–4), 153–172] with a comparable assimilative model, it is shown that the assimilation of physical data alone can improve the representation of the mixed layer depth, but the impact on the ecosystem is rather weak. In some situations, the physical data assimilation can even worsen the ecosystem response for areas where the prior nutrient distribution is significantly incorrect. However, these experiments also show that the combined assimilation of physical and nutrient data has a positive impact on the phytoplankton patterns by comparison with SeaWiFS ocean colour data, demonstrating the good complementarity between SST, altimetry and in situ nutrient data. These results suggest that more intensive in situ measurements of biogeochemical nutrients are urgently needed at basin scale to initiate a permanent monitoring of oceanic ecosystems.  相似文献

An efficient transport system is a crucial precondition for economic development and an asset in international mobility. Mobility of passengers and transport of goods are considered key elements for a modern society. The transport sector is also a sector of continuous technological innovation. However, there is considerable uncertainty surrounding future transport technology and policy, as well as a large variation in ways to deal with this uncertainty. With regard to the latter it may be helpful to use more than one foresight method, e.g. a combination of methods each with a different emphasis on expertise, creativity and interaction with actors. Such a multiple method approach allows for the identification of those futures or future developments that are robust. This paper provides an introduction to the topic of transport innovation as well as providing a context for the four papers which follow in this special issue, illustrating the importance of taking such a multiple method approach.  相似文献

Many decisions taken by mankind are rational only to a limited extent. This holds for individual travel behaviour, but also for long-range strategic decisions on transport systems or transport technology. In any decision problem, coping with uncertainty is the most critical element. The introduction of new transport technology is surrounded by uncertainty. For example, there is uncertainty about the pace and extent of adoption of new technology and there is uncertainty about the impact of new technology in terms of increased sustainability or increased efficiency. This article maps uncertainty surrounding new transport technology and identifies ways in which to deal with uncertainty in policy making. The findings will be illustrated with electric vehicles, particularly with two specific strategies to deal with uncertainty: interactive technology watching and experimentation in a market niche. The paper concludes with a discussion of success factors that influence the outcomes of such strategies.  相似文献

The present study aims to provide a preliminary overview of the sustainability concept when biomasses conceived for food goals become the raw materials upon which different sectors, such as plastic or energy industry, can develop innovative strategies, according to a so called ??greener?? competitiveness. In the results hereafter presented, the definition of sustainability perspectives, according to the use of a life cycle assessment (LCA) approach, will be described for maize use as raw material in different sectors. The current biopolymer industry and conventional biofuel technologies, the so called first-generation biofuels, are the more and more in competition with the food sector. The presented environmental evaluation, in terms of air emissions, energy and water consumption, is useful in order to understand the sustainability of a bio-sourced product, in comparison with the equivalent item produced by fossil fuels.  相似文献

ABSTRACT

Shipping is characterized by extreme changes in revenues, operating expenses and asset values, making shipping banks’ final decision for financing shipping market considerably harder. This paper develops a practical decision tool based on the estimation of the credibility factor in the decision-making process, each bank’s policy, and the most significant variables arising from both its operating environment and the dry bulk market. Revealed relationships between bank’s internal environment, its own policy, and dry-bulk shipping market conditions through GDP growth of China constitute a newly presented decision framework in shipping finance. The values of credibility factor implicate either an aggressive or passive defensive strategy taking into account the GDP China changes: Consistent with the economic growth of China, a bank’s holds an aggressive policy if the credibility coefficient is about one. On the other hand, the model predicts that a less aggressive policy in combination with the increase of China’s GDP would drive to the decrease of bank’s loan grants.  相似文献

Distinguishing between traffic generated exclusively from the expansion of the road network (induced demand) and that resulting from other demand factors is of crucial importance to properly designed transport policies. This paper analyzes and quantifies the induced demand for road transport for Spain’s main regions from 1998 to 2006, years that saw mobility in Spain attain its highest growth rate. The lack of research in this area involving Spain and the key role played by the sector, given its high level of energy consumption and the negative externalities associated with it (accidents, noise, traffic congestion, emissions, etc.), endow greater relevance to this type of research. Based on a Dynamic Panel Data (DPD) reduced-form model, we apply alternative approaches (fixed and random effects and GMM-based methods) for measuring the induced demand. The results obtained provide evidence for the existence of an induced demand for transport in Spain, though said results vary depending on the estimating method employed.  相似文献
