Joint development, as the term is generally used in connection with transit systems in the United States, is real estate development that is closely linked to public transportation services and station facilities, and takes advantage of the market and locational advantages provided by them. Research conducted by LEK Associates for the Urban Mass Transportation Administration (UMTA) suggests that, in addition to helping shape urban growth and land development, joint development is also a surprisingly effective means of increasing transit system ridership and farebox revenues, as well as a source of increasingly significant revenues from the sale or lease of air rights.The completion of nine joint development projects in as many different cities, started under the former Urban Initiatives Program, for example, net additional annual ridership might reach 12000000 one-way trips. Net additional annual farebox revenues might reach over $9000000. This added revenue would be sufficient to repay the $62 million combined UMTA/transit operator investment in the nine projects, exclusive of the costs of the basic transit system improvements around which the projects are planned, in less than six years.Among transit authority-administered joint development programs examined in a separate study, the Washington Metropolitan Area Transit Authority (WMATA) has had the most success in generating significant value capture income. For example, the cumulative revenue realized by WMATA from just six joint development projects in the Washington, DC region, through September 1983 exceeded $ 6.9 million. Projections through fiscal year 1986 indicate cumulative revenues approximating $ 28 million will be received from developer leases.  相似文献

We have measured simultaneously the methane (CH4) and carbon dioxide (CO2) surface concentrations and water–air fluxes by floating chambers (FC) in the Petit-Saut Reservoir (French Guiana) and its tidal river (Sinnamary River) downstream of the dam, during the two field experiments in wet (May 2003) and dry season (December 2003). The eddy covariance (EC) technique was also used for CO2 fluxes on the lake. The comparison of fluxes obtained by FC and EC showed little discrepancies mainly due to differences in measurements durations which resulted in different average wind speeds. When comparing the gas transfer velocity (k600) for a given wind speed, both methods gave similar results. On the lake and excluding rainy events, we obtained an exponential relationship between k600 and U10, with a significant intercept at 1.7 cm h− 1, probably due to thermal effects. Gas transfer velocity was also positively related to rainfall rates reaching 26.5 cm h−1 for a rainfall rate of 36 mm h− 1. During a 24-h experiment in dry season, rainfall accounted for as much as 25% of the k600. In the river downstream of the dam, k600 values were 3 to 4 times higher than on the lake, and followed a linear relationship with U10.  相似文献

This paper studies the supply variables that influence the destination and route choices of users of a bicycle sharing system in the Chilean city of Santiago. A combined trip demand logit model is developed whose explanatory variables represent attributes relating to the topology of the possible routes and other characteristics such as the presence of bikeways, bus service and controlled intersections. The data for the explanatory variables and system users were collected through field surveys of the routes and interviews conducted at the system stations. The results of the model show that proximity to stops on the Santiago Metro and the existence of bikeways are the main factors influencing destination and route choices. Also indicated by the model estimates are gender differences, a preference for tree-lined routes and an avoidance of routes with bus services. Finally, the outcomes reveal considerable potential for the integration of bicycle sharing systems with Metro transit.  相似文献

This article presents a summary of the analyses and set of recommendations given by a committee of transit specialists gathered by the Minister of Transport of Chile aiming at improving Transantiago, the new transit system recently inaugurated for Santiago. This summary focuses on those recommendations directed towards improving the efficiency, service quality and sustainability of mass public transportation systems in major cities in the developing world and that could be implemented in a short term (within two years). Three broad dimensions of public transit are considered: competition and regulation; investment, financing, fares and subsidies; and the operation and use of infrastructure, design, inspection and control. Although the study grew out of the needs and characteristics of a city such as Santiago (Chile), and of the virtues and deficiencies of Transantiago, much of the analyses and recommendations could be adopted and implemented in the major cities of developed countries in Europe, North America and Asia.  相似文献

The Southern Ocean is an extreme environment, where waters are permanently cold, a seasonal ice cover extends over large areas, and the solar energy available for photosynthesis is severely restricted, either by vertical mixing to considerable depths or, especially south of the Antarctic Circle, by prolonged seasonal periods of low or no irradiance. Such conditions would normally lead to low productivity and a water column dominated by recycling processes involving microbial components of pelagic communities but this does not seem to be the case in the Southern Ocean, where there is efficient export to large apex predators and deep waters. This paper investigates the role of large microphagous zooplankton (salps, krill, and some large copepods) in the partitioning of biogenic carbon among the pools of short- and long-lived organic carbon and sequestered biogenic carbon. Large microphagous zooplankton are able to ingest microbial-sized particles and thus repackage small, non-sinking particles into both metazoan biomass and large, rapidly sinking faeces. Given the wide spatio-temporal extent of microbial trophic pathways in the Southern Ocean, large zooplankton that are omnivorous or able to ingest small food particles have a competitive advantage over herbivorous zooplankton. Krill efficiently transfer carbon to a wide array of apex predators and their faecal pellets are exported to depth during occasional brief sedimentation episodes in spring time. Salps may be a significant link towards some fish (directly) and other apex predators (indirectly) and, at some locations (especially in offshore waters) and time, they may account for most of the downward flux of biogenic carbon. Large copepods are a trophic link towards fish and at least one whale species, and their grazing activity generally impedes the export of organic particles to depth. As a result, biogenic carbon is channelled mainly towards apex predators and episodically into the deep ocean. Without these original interactions, Antarctic waters might well be dominated by microbial components and recycling processes instead of active export from the generally small primary producers towards large apex predators.  相似文献

Abstract

Rail freight has been generally in decline in many European Union countries in recent years, contrary to European transport policy. State support for railway operations is commonplace in most countries, and this paper establishes the background to targeted rail freight grant funding in Britain. Through desk‐based analysis of Freight Facilities Grant (FFG) awards, together with a survey of recipient companies, the paper assesses the extent to which the planned flows expected from these awards have materialized and it evaluates the role of the grants in influencing rail freight volumes. The evidence suggests that FFG funding has been largely successful, attracting considerable private sector investment. Overall, FFGs have played an important role in developing or retaining rail freight flows, although the processes could be made more transparent and consistent. As other European countries liberalize their rail freight markets as a result of European Union legislation, such targeted funding may be an appropriate alternative to more general government subsidy of freight operations.  相似文献

Zooplankton communities were studied in southeastern Beaufort Sea (Arctic Ocean) in September–October 2002. Cluster analysis and non-metric multidimensional scaling revealed three distinct mesozooplankton assemblages. A neritic assemblage occurred on the Mackenzie Shelf and in Franklin Bay, while distinct off-shelf assemblages prevailed in the Cape Bathurst Polynya and on the Beaufort Slope respectively. Over 95% of the mesozooplankton was comprised of eight copepod taxa. Pseudocalanus spp. contributed predominantly to the discrimination of the three assemblages and was the only significant indicator of the Shelf assemblage. Oithona similis, Oncaea borealis, Metridia longa and Calanus hyperboreus were indicators of the Polynya assemblage. Cyclopina sp. and Microcalanus pygmaeus were indicative of the overall off-shelf community (Polynya and Slope assemblages). The importance of omnivores and carnivores increased from the shelf to the polynya and the slope. Station depth and duration of reduced ice conditions during summer (< 50% ice concentration) underpinned the distribution of the assemblages (r2 = 0.71 and 0.45 respectively). The abundance of Pseudocalanus spp. was independent of depth and increased with the duration of reduced ice conditions (rs = 0.438). The abundance of Cyclopina sp., M. pygmaeus and other indicators of the offshore assemblages followed the opposite trend (rs = − 0.467 and − 0.5 respectively). Under continued climate warming, a reduction of the ice cover will affect the biogeography of mesozooplankton on and around the Mackenzie Shelf, to the potential advantage of Pseudocalanus spp. and other calanoid herbivores.  相似文献
