This paper compares intrametropolitan industrial location models to the process of intrametropolitan industrial location as described in the real estate and urban economic literature. It identifies seven areas where industrial location models are at odds with reality, and suggests ways to make them realistic. Specifically, it makes a case for microanalytic/stochastic/recursive/dynamic/economic industrial location models. It goes on to describe an operational model that is realistic in most respects. 相似文献

Abstract Growth in the number of cottager, or lake property owner, associations in Ontario has been rapid. Cottager associations attempt to address directly, and influence government decision‐making on, issues affecting shoreline management and the recreational experience of cottagers. However, associations infrequently resolve these issues to their satisfaction. A questionnaire and case study show that the nature of the issue, human and financial resources available to the association, and the nature of the decision‐making process affect the extent to which associations influence outcomes. Unreceptiveness of government officials to association participation in decision‐making and confused agency jurisdictions over shoreline resources appear to inhibit association effectiveness. Concerns about the status of shoreline management in Ontario and public participation in decision‐making are raised. 相似文献

This paper summarizes the interim Phase II results of the Arctic Tanker Risk Analysis Project, which examined the risk of oil shipment by tankers in the Canadian Arctic. The objectives were to identify the hazards most likely to produce an oil spill on the MV Arctic, and to institute measures to reduce that risk. Phase I indicated that a high potential exists for a shipping accident at the terminals, the St. Lawrence River and in the High Arctic. However, environmental sensitivity was shown to be greatest along the coastal zone of the Gulf of St. Lawrence and the St. Lawrence River. Phase II involved further examination of environmental sensitivity and the task of ice navigation. These results resulted in a revised risk profile. Three spill scenarios were then designed to estimate clean-up costs and other economic impacts. A cost effectiveness analysis was conducted which compared spill costs to risk mitigation. As the project enters Phase III, the scope has widened to include all product tankers operating in the Arctic. A new Canadian Standards Association Risk Management Standard Q850 is being implemented with the objective of providing prototype tanker Bridge Risk Management System software. 相似文献

This paper re-examines the literature on ship economies of scale, and presents the results of re-estimating a model of tanker costs for 2007. The results are interesting for two reasons. First, they are remarkably similar to those estimated for tankers in the 1960s and 1970s, despite the transformations in the tanker market since that time. Second, the results imply that tanker size is not driven by scale economies, but by factors that relate to demand and other considerations. This paper concludes by noting some limitations in the approach used in the study. 相似文献
