Transportation demand modeling has evolved in scope, theory, and practice in the many decades since the US Bureau of Public Roads pioneered home interview transportation studies in metropolitan households in the early 1940s. The major currents of these developments are discussed in the present paper through consideration of the changing role of the individual—as a source of data, as a unit of analysis, and as the intended beneficiary. In addition to reviewing this history we raise, but are unable to resolve, a growing current concern, namely how the public interest can be best served when the transportation data of greatest value is collected by private entities.  相似文献

Abstract

The first INTRA Seminar, held at the College of Europe, Bruges, in April 1982, was on the theme Transport in the Future: some possibilities and their implications. This theme was chosen to give an opportunity to consider transport requirements and resources in the broadest possible way, and as a prelude to later Seminars on more specific subjects. Throughout, the emphasis was on major trends and possible discontinuities which may have important policy consequences. The seminar also aimed to help participants—who attended by personal invitation—to broaden and deepen their understanding of the role and nature of transport and its internal and external relationships.

These ‘reflections’ are intended for wider circulation, particularly for senior officials in national and international organizations not directly or regularly involved in transport but who may find it helpful in their own activities. They are not intended to be either complete or comprehensive, but deliberately emphasize those aspects which participants identified as requiring more consideration and examination. The opening section, entitled Overall Impressions, is a brief general statement. The fuller account of the Seminar which follows is largely based on the Working Paper circulated before the Seminar, on introductory Statements on particular topics prepared by participants, and on the reports by the Moderators of Study Groups; it has also benefited from advice and suggestions from others who intended to take part but who were prevented from doing so.

Since this account has been prepared by the two INTRA organizers, it naturally reflects their views of these papers, discussions and suggestions. Equally, any views expressed are not necessarily those of all participants—or, indeed, of any individual participant—nor of the organizations or institutions with which they are associated.  相似文献

This paper investigates whether Somali piracy is a random phenomenon. The investigation takes place in two distinct parts. Its statistical analysis spans over a period of 11 years, from 2000 until 2011 for the first part (flags), and 5 years, from 2007 until 2011 for the second one (crews). The reason is that although prior to 2007 there have been a substantial number of attacks (parameter used in the first part of the research), very few ships were practically pirated (parameter used in the second part) within the same period. Firstly, it is widely believed that Somali pirates select their targets at random and the decision on attacking a vessel registered under a particular flag is unrelated to the participation of the flag state in any of the naval forces operating around the Horn of Africa. The enquiry attempts to assess whether these two common beliefs are supported by historical data and to what extent. Secondly, this paper asks whether there are certain nationalities of crews which are for ethnic and/or cultural reasons more (or less) vulnerable to fall victims of pirates off Somalia. Such groups (if there are any) would in effect indirectly ‘support’ Somali piracy, and for this reason, they could be considered as ‘passively supportive crews’. The analysis focuses on the crew composition of the attacked vessels with special interest cast upon those ships (meaning the crews) which eventually succumbed to Somali pirates and were in the end seajacked.  相似文献
