Over the past decade, the escalating roadway congestion and environmental deterioration due to heavy use of private vehicles
have provoked the Taiwan government to realize the importance of public transport systems. Under the “carrot-and-stick” rationales,
the government has formulated public transport policies and exercised a series of related initiatives by providing sufficient
and higher quality of public transport services so as to attract more private vehicle users. In this paper, the planning philosophy
and policy formulation of Taiwan’s public transport development are highlighted. The most important initiatives, including
the Five-year Enhancement of Mass Transportation Program and the upgrading public transport schemes in the National Development
Plan are examined. Based on previous experience and lessons, we point out the most challenging issues that the government
will encounter. Suggestions for the future of public transport planning are also addressed. 相似文献

The attractiveness of ports is usually a pre-requisite and necessary condition for ports to achieve competitiveness, as well as the springboard to explore the competitive advantages of ports. To determine whether a port is competitive, it is necessary to explore whether it boasts certain factors that make the port attractive to users. The main purpose of this article is to apply the Analytic Hierarchy Process (AHP) method and the Decision Making Trial and Evaluation Laboratory (DEMATEL) technique to evaluate key determinants of attractiveness and their cause/effect relationships for container ports in Taiwan. The empirical results showed that: (1) Top six determinates of attractiveness for container ports are ‘ample cargo sources,’ ‘favorable port charges,’ ‘dense ship network and routes,’ ‘low transshipment costs,’ ‘efficient wharf operations,’ and ‘adequate wharfs and back-line land,’ respectively. (2) Among the above six determinants of attractiveness, ‘ample cargo sources’ is the cause determinant. Three determinants of port attractiveness, ‘favorable port charges,’ ‘dense ship network and routes,’ ‘low transshipment costs,’ which are the effect determinants. They are affected by the determinants of attractiveness of ‘ample cargo sources’. In addition, this study discusses the above findings and expects to provide the study results to Taiwan’s port authorities for reference. 相似文献

目的检测C1orf63基因在肝癌和癌旁组织中的定位,以及C1orf63在多种人肝癌细胞系和人胃癌细胞系中的mRNA和蛋白表达水平;检测干涉C1orf63后对人胃癌细胞MKN28的细胞周期的影响。方法免疫组化染色法检测C1orf63基因在组织中的定位;Real-time PCR和Western blot分别检测C1orf63基因在细胞中的表达;脂质体转染法将干涉片段转染至MKN28细胞中,Real-time PCR和Western blot法筛选有效干涉片段;流式细胞术检测C1orf63干涉后对MKN28细胞的细胞周期的影响。结果 C1orf63在肝癌和癌旁组织细胞中都有胞浆表达,在MKN28细胞中表达量较高,在MKN45细胞中表达量较低;成功筛选出C1orf63基因的有效干涉片段;C1orf63干涉后,胃癌细胞MKN28发生G1期阻滞,经统计学分析,C1orf63干涉后MKN28细胞增殖指数降低(P<0.05)。结论 C1orf63在人肝癌和癌旁组织细胞胞浆中都有表达,在MKN28细胞中表达量最高;干涉C1orf63基因后,可使MKN28细胞发生G1期阻滞,为该基因功能的后续研究奠定了基础。 相似文献

This study develops a new performance evaluation model, called the meta dynamic network slack‐based measure (MDN‐SBM). This model incorporates the concept of meta‐frontiers to facilitate comparisons of performance of decision making units, while at the same time it generalizes the slack‐based measure (SBM), network SBM, and dynamic SBM. This MDN‐SBM model is capable of dealing with two important special features of the transportation industry: unfavorable accidents and non‐storable goods, i.e. available seat‐kilometers that are wasting assets that lose value completely if unsold before departure. Hence, this generalized model contains higher differentiable capability than all its SBM‐related submodels in the literature. To demonstrate, 35 international airlines with two divisions (production and consumption) in three terms (one‐year time periods from 2007 to 2009) have been analyzed using meta‐performance efficiency measures (ME) for all decision making units and have also been compared by geographical area (Asia‐Pacific, N. America/Europe). The numerical example and comparison validate the proposed MDN‐SBM model and suggest the airlines should put more focus on input resources reduction for productivity improvement.
