Red-light cameras placed at intersections have the potential to increase safety, but they are often viewed as an invasion of privacy. Preferences for these cameras were explored using a stated choice model that presents key attributes of camera placements. Stated choice models involve careful experimental design, akin to experimental control in laboratory settings. A variety of design approaches were used, settling on a composition of the choice sets people face in the survey. To illustrate the approach, an internet survey was used with a convenience sample containing a high percentage of college students. The results show that while not the case independently, as the number of cameras and fines for violators are simultaneously increased, the preferences for one particular red light cameras program are likely to improve.  相似文献

This article discusses recent attempts to implement a federally sponsored road pricing demonstration in the United States. It examines reasons for the attempts, pointing to several enduring traffic related problems; the greater effectiveness and flexibility of road pricing compared to other measures; and the proven feasibility of area licenses as in Singapore. The generally negative reaction of city decision-makers to road pricing is specified, particularly concerns about harm to businesses, interference with the right to travel and discrimination against the poor. Some lessons for further attempts at implementation of road pricing include more attention to contingency planning for worst possible outcomes; the design of parking permit programs which might lead the way to road pricing; and the selection of recreational rather than downtown sites for first attempts at innovative parking permit and road pricing schemes.  相似文献

ABSTRACT

The economic development and spatial impacts of high-speed rail (HSR) are quite varied and mixed. Studies of economic impacts of HSR fall into two categories: predictions and empirical observations. We first review studies that examine predicted HSR impacts related to job growth, real estate development, and other economic effects. These are followed by studies examining observed effects of realized projects using the same categories. Several patterns emerge. Predictive studies are largely optimistic of the rail's positive effects. On the other hand, observational studies tend to identify both benefits and shortfalls. Yet, neither of these patterns are universal and depend on a number of other factors. One consistent pattern is that gains associated with HSR appear to be stronger in first-tier cities. Nevertheless, certain small towns and second-tier cities have undergone noteworthy transformations as a result of HSR, especially where the public sector has actively pursued new investment.  相似文献

Despite decades of research, it is unclear under which circumstances travel is most onerous. While studies have found that some individuals derive positive utility from aspects of commuting, others have shown that traffic congestion can entail important time, monetary, and mental stress costs. Moreover, responses to traffic congestion-related stressors differs by individual characteristics. In response, this research captures how exposure to traffic congestion events, the duration of this exposure, and individual trait susceptibility to congestion affect the utility of commuting. Working through the lens of individual satisfaction with the duration of their commute, we show that not every minute of travel is valued the same by car commuters in Canadian cities. Results suggest a complex relationship between travel time, congestion, and individual predisposition to congestion-related stress. While improvements in travel time matter for increasing commute satisfaction, it is reductions in travel in congested conditions that matter most, particularly among those susceptible to congestion-related stressors.  相似文献

This paper examines attempts by planners and policy makers to analyze and bring about the coordination of rail and bus transit in the San Francisco Bay Area. Drawing on studies and plans before and after the creation of the rapid rail system BART (Bay Area Rapid Transit), the author points to technical, analytical and political problems in attempts to link BART and buses. Some options and cautions are presented for planners considering route coordination, feeder buses, transfers and institutional arrangements to manage bus and rail services.  相似文献

The author examines new, flexible parking requirements in several U.S. cities and Canada. Flexible requirements provide relaxations in zoning code specifications for off-street parking in return for developer commitments to ridesharing measures, support of transit or in-lieu fees for public parking. Issues examined include whether developers take advantage of flexible requirements, whether agreements with developers lead to agreed-upon action, and whether actions lead to desired results. Based on experiences of several cities, implications and cautions are drawn for local planners. The first caution relates to cities using flexible requirements to collect in-lieu fees in support of public parking. Where cities delay providing parking, inflation may make it difficult to provide the desired parking supply. Or, developers may not choose to pay the fee, such as in the case where cities grant relaxations for other measures more attractive than paying the fees.Other implications relate to flexible requirements in support of ridesharing or transit. Developers will not necessarily take advantage of relaxations tied to support of these modes. Generally, developers will take the least-cost ways to gain relaxations. They may choose to provide the parking where transit or ridesharing measures are too costly or complex. Or, they may take relaxations easier to obtain than those for ridesharing and transit. Finally, even where developers do agree to ridesharing measures, the measures may not be effective. On the other hand, developer-sponsored actions have proven effective in some cities where tight or expensive parking prevails, or where neighborhood residents have organized against office commuters parking on neighborhood streets, or where other economic or community variables favor ridesharing and transit.  相似文献

This article provides guidance for the effectiveness evaluation of transportation programs. It discusses the importance of determining the significance of changes in outcome measures before versus after implementation of transportation programs. The article reviews common weaknesses in example evaluations, and points to remedies, including structuring controls to help determine the effects of transportation programs, and applying readily available statistical tests to determine the significance of measured outcomes.
