The paper points first to the significance of rural road expenditure in Australia and to the limited success of attempts to place grants for these roads within a framework of economic efficiency. Attention is then drawn to the merit good issue and to the findings of recent research which suggest that spatial equity and changing levels of aspiration are important determinants of road user attitudes. From this the authors conclude that disequilibrium between expected and actual road performance levels will be a salient characteristic and that road grants should be directed to reducing this discordance. A methodology for distributing grants is suggested and illustrated by reference to South Australian data.

The Bay Conservation and Development Commission (BCDC), has designated a number of shoreline sites around San Francisco Bay for exclusive use of water‐related industry. This is intended both to reduce future needs for Bay fill, and to reserve those waterfront sites needed for long‐term industrial growth. The Commission currently defines water‐related industries as those “requiring”; a shoreline site for water transportation. The Commission is now considering the use of an economic criterion for identifying water dependency. This involves comparisons of the uniquely water‐related benefits and costs to the firm to locate on the shoreline, as opposed to its location at an inland site. By limiting use of deepwater sites to those industries that are significantly water‐dependent under this criterion, long‐term economic efficiency is served, and the need for future Bay fill for industrial growth is reduced. The data and analysis required to implement an economic water‐dependency criterion do not appear to be a barrier to use of such a test in the regulatory process. Whereas water dependency is an important concern to BCDC, other factors, including environmental constraints, must also be weighed when evaluating industrial projects.  相似文献

Building on a growing research foundation, transport policy makers have begun to associate the ability to be mobile with having a role in the facilitation of social inclusion. However, the further connection to well-being is not as well understood. This paper explores the association between a person’s travel patterns, their risk of social exclusion and self-assessed well-being. Key influences on social exclusion are discussed, with trip making emerging as a significant influence. Trip making is not a significant direct influence on well-being but does exercise an indirect influence through the impact on risk of social exclusion. The modelling process enables a value for additional trips to be estimated, the value being about four times the values derived from conventional generated traffic approaches. Similar high values are found in separate metropolitan and regional case studies, confirming the significance of the results.  相似文献

A new assignment principle for traveler behavior in an urban network is described which is based on empirical findings in the theory of travel budgets. It characterizes the distribution of travelers, demand, and modal split. It treats all travel decisions (whether to travel, where to go, how to get there) and the important costs (time and money) in a single, unified way. A numerical technique is proposed and it is applied to several examples to illustrate qualitative features.  相似文献

Abstract

Social capital (SC) describes the advantage individuals and communities can gain from social participation, mutual assistance and trust. The provision of travel options for those who are socially disadvantaged is a major rationale for providing public transport. While there has been recent work on how transport can address social exclusion, SC has been overlooked. This article describes the theoretical basis of SC and suggests ways in which the concept might relate to public transport planning, research and practice. Disadvantaged groups can lack SC, mobility and accessibility. Public transport can provide mobility for this group and, in doing so, provide a greater opportunity to create social networks, trust and reciprocity. Although these concepts are abstract, plausible links are identified between the concepts of enhanced positive social interaction associated with the ‘livable city’ concept and those engendered in SC theory. Public transport by definition involves travelling with others and hence provides opportunities for social interaction while travelling. While a series of possible links between SC and public transport are theorized, it is unlikely these are necessarily strong since other mobility options are available and a range of land‐use and non‐transport alternatives can address social needs. Aspects of the SC concept are already covered by the social mobility and accessibility literature, although it does offer a wider insight into the potential advantages of improving access and mobility for disadvantaged communities. The concept of SC is complex and suffers from a ‘fuzzy’ definition. There is a lack of quantitative primary research associated with measuring SC. Measuring the influence of improved mobility options on SC in disadvantaged communities would be a worthwhile research area. Despite the challenges associated with researching SC, the links between SC and travel present an opportunity to understand how public transport acts to address social disadvantage through the provision of mobility to disadvantaged communities.  相似文献

This paper reviews a number of themes that have played a crucial role in the debate on alternative contracting regimes for the provision of urban bus services. We have selected four crucial issues to reflect on: (i) contractual regimes (in particular competitive tendering as compared to negotiated performance-based contracts, as means to award the rights to provide service); (ii) contract completeness (focussing on ex ante and ex post elements); (iii) building trust through partnership; and (iv) tactical or system level planning for bus services. Experience in these areas suggests that competitive tendering has frequently not lived up to expectations and that negotiation is likely in many circumstances to deliver better value for money.  相似文献

The topic of social inclusion is now maturing in the Thredbo conference series, being viewed as an important consideration in many aspects of land transport, the benefits extending beyond the socially excluded targeted population. The social inclusion workshop included presentations on new empirical evidence on the value of providing those at risk of social exclusion with mobility options, and how this links to improvements in personal wellbeing, often through mediating influences such as social capital. Work was presented on the role of transport services specifically targeted to those at risk of exclusion, particularly taxi services and school bus services, as well as how to modify fare structures to maximise inclusion in an efficient, mature transport system. The value of Universal Design principles to groups both at risk of being excluded as well as the current travelling public, was shown. The workshop affirmed the importance of including these wider benefits of inclusion in cost-benefit evaluations of transport. The issue of how best to move knowledge into strategic and operational policy, and the transferability of both knowledge and policy between different countries and settings, was discussed. This paper concludes with suggestions arising from the workshop in relation to policy and research, as well as recommendations for Thredbo 12.  相似文献

Social policy makers rarely associate the ability to be mobile with having a role in the facilitation of social inclusion. This paper provides an initial exploration of the association between a person’s travel patterns and their risk of social exclusion. Information is drawn from a major Australian Research Council transport study which interviewed 535 people from Metropolitan Melbourne, Australia. It includes an analysis of the extent of the person’s bonding and bridging social networks, their connectedness to the community, self-assessed level of well-being and their beliefs about whether or not they are able to control outcomes in their life. It was found that those who had the greatest risk of social exclusion, travelled less often and less distance, owned fewer cars and used public transport less, than those who were more socially included. However, those who were more at risk of social exclusion did not identify their lower trips as due to either a lack of transport, or problems with the public transport system. The ability to have good bridging networks appears to be related to increased trip-making and promotion of social inclusion but not necessarily self-assessed well-being which is satisfied by bonding networks.  相似文献
