High occupancy vehicle lanes have become an integral part of regional transportation planning. Their purpose is to increase ridesharing by offering a travel time advantage to multiple occupant vehicles. This paper examines the extent to which an HOV facility increases ridesharing. Using data from the Route 55 HOV facility in Orange Country, California, changes in the carpooling rate on Route 55 are compared to that of a control group of freeway commuters. The analysis shows that the carpooling rate among peak period commuters, and particularly those who use the entire length of the facility, has increased. However, there has been no significant increase in ridesharing among the entire population of Route 55 commuters. Results suggest that barriers to increased ridesharing are formidable, that travel time savings must be large in order to attract new carpoolers, and that further increases in capooling will likely require development of extensive HOV lane systems. 相似文献

This article reports on an integrated modeling exercise, conducted on behalf of the US Federal Highway Administration, on the potential for frequent automated transit shuttles (‘community transit’), in conjunction with improvements to the walking and cycling environment, to overcome the last-mile problem of regional rail transit and thereby divert travelers away from car use. A set of interlocking investigations was undertaken, including development of urban visualizations, distribution of a home-based survey supporting a stated-preference model of mode choice, development of an agent-based model, and alignment of the mode-choice and agent-based models. The investigations were designed to produce best-case estimates of the impact of community transit and ancillary improvements in reducing car use. The models in combination suggested significant potential to divert drivers, especially in areas that were relatively transit-poor to begin with. 相似文献

International containerized freight movement is a vital part of the supply chain for many companies, and a critical element of moving consumer goods to points of retail sale within the U.S. Containerized imports also present a clear security concern (e.g., terrorists attempting to ship “dirty bombs,” chemical, biological or even nuclear weapons, into the U.S. in a shipping container). The goal of the research presented here is to create a modeling tool for analyzing flows of U.S. imports and exports of containerized freight, and the potential changes in those flows under a variety of conditions (e.g., port disruptions, extensive security-related delays, etc.). Our focus is on movements through maritime container ports, and not overland movements between the U.S. and Canada or Mexico.The network model, referred to as the System for Import/Export Routing and Recovery Analysis (SIERRA), represents container movements between the U.S. and 46 other countries that account for the vast majority of U.S. imports and exports. The SIERRA model is a network equilibrium model that predicts flows between foreign countries and North American ports, the total volumes handled (import and export) by each port, the modal volumes (truck and rail) moving domestically into and out of each port, and volumes between each port and a set of transportation analysis zones within the U.S. 相似文献

The Market for Transportation-Land Use Integration: Do Developers Want Smarter Growth than Regulations Allow? 总被引:2,自引:2,他引:0
Transportation and land use research of the past decade has focused in large part on the question of whether manipulating land uses in the direction of smart growth alternatives can reduce vehicle miles traveled (VMT) or otherwise improve travel behavior. Yet the notion of manipulating land uses implies that the alternative is somehow self-organized or market-based. This view appears to underestimate the extent to which current planning interventions in the United States – largely focused on lowering development densities, mandating ample road and parking designs, and separating land uses – impose an auto-oriented template on most new development. Rather than a market failure, the paucity of smart growth alternatives may be a planning failure – the result of municipal regulatory exclusion. This problem definition would shift the burden of proof for policy reform, as uncertainty in travel-behavior benefits would hardly justify the continuation of exclusionary regulations. If municipal regulations in fact constrain alternatives to low-density, auto-oriented development, one would expect developers to perceive unsatisfied market interest in such development. This article studies, through a national survey (676 respondents), US developers' perceptions of the market for pedestrian-and transit-oriented development forms. Overall, respondents perceive considerable market interest in alternative development forms, but believe that there is inadequate supply of such alternatives relative to market demand. Developer-respondents attribute this gap between supply and demand principally to local government regulation. When asked how the relaxation of these regulations would affect their product, majorities of developers indicated that such liberalization would lead them to develop in a denser and more mixed-use fashion, particularly in close-in suburban locales. Results are interpreted in favor land-policy reform based on the expansion of choice in transportation and land use. This view contrasts with a more prevalent approach which conditions policy interventions on scientific evidence of travel-behavior modification. 相似文献

Transportation and land-use preferences and residents’ neighborhood choices: the sufficiency of compact development in the Atlanta region 总被引:1,自引:0,他引:1
This paper analyzes the transportation and land-use preference and actual neighborhood choices of a sample of 1,455 residents
of metro Atlanta. We develop a stated-preference scale on which desires for neighborhood type are gauged, from preferences
for low-density, auto-oriented environments to desires for compact, walkable, and transit-oriented neighborhoods. This scale
is then related to desires for change in one’s own neighborhood characteristics after a hypothetical move. If all neighborhood
preferences were equally likely to be satisfied, then neighborhood preferences would not be correlated with a desire for change.
By contrast, in the current study, stronger preferences for a more walkable environment are associated with greater desire
for change in one’s neighborhood characteristics. This suggests an undersupply of compact, walkable, and transit-friendly
neighborhood types relative to current demand.

Measurements of turbulence were performed in four frontal locations near the mouths of Block Island Sound (BIS) and Long Island Sound (LIS). These measurements extend from the offshore front associated with BIS and Mid-Atlantic Bight Shelf water, to the onshore fronts near the Montauk Point (MK) headland, and the Connecticut River plume front. The latter feature is closely associated with the major fresh water input to LIS. Turbulent kinetic energy (TKE) dissipation rate, ε, was obtained using shear probes mounted on an autonomous underwater vehicle. Offshore, the BIS estuarine outflow front showed, during spring season and ebb tide, maximum TKE dissipation rate, ε, estimates of order 10− 5 W/kg, with background values of order 10− 6 to 10− 9 W/kg. Journal of Geophysical Research 109 (C12021), doi:10.1029/2003JC002132.] model this front as the boundary of a tidally driven, baroclinically adjusted BIS flow around the MK headland eddy. At the entrance to BIS, near MK, two additional fronts are observed, one of which was over sand waves. For the headland site front east of MK, without sand waves, during ebb tide, ε estimates of 10− 5 to 10− 6 W/kg were observed. The model shows that this front is at the northern end of an anti-cyclonic headland eddy, and within a region of strong tidal mixing. For the headland site front further northeast over sand waves, maximum ε estimates were of order 10− 4 W/kg within a background of order 10− 7–10− 6 W/kg. From the model, this front is at the northeastern edge of the anti-cyclonic headland eddy and within the tidal mixing zone. For the Connecticut River plume front, a surface trapped plume, during ebb tide, maximum ε estimates of 10− 5 W/kg were obtained, within a background of 10− 6 to 10− 8 W/kg. Of all four fronts, the river plume front has the largest finescale mean-square shear, S2 ~ 0.15 s− 2. All of the frontal locations had local values of the buoyancy Reynolds number indicating strong isotropic turbulence at the dissipation scales. Local values of the Froude number indicated shear instability in all of the fronts. 相似文献
