Ports are drivers of regional and of countries’ economic development. Most ports are built close to coastlines, where waters are shallower and tend to suffer from deposit sedimentation processes, which reduce depths in operational areas. In presence of shallow waters and sedimentation, ports must decide whether to dredge or not, where both decisions have significant impacts on ports’ annual incomes. Nevertheless, there are seabeds, namely muddy bottoms, in which vessels can navigate with a safety degree. This paper aims at investigating the extent to which the theoretical knowledge of vessel’s control in muddy waters is valid at a certain nautical bottom, as defined by the Permanent International Association of Navigation Congresses (since 2009 the World Association for Waterborne Transport Infrastructure but the acronym stays PIANC) and its impact on port economics. To achieve the proposed objective, an email survey was sent to worldwide pilots that manoeuvre ships in muddy waters. The survey validated the theoretical knowledge, showed that navigation in muddy waters is possible, that it can contribute to reduce ports’ operational costs, and that the subject can be rather controversial.  相似文献

In Brazil, Marine Extractive Reserves—MERs (Reservas Extrativistas Marinhas) represent the most significant government-supported effort to protect the common property resources upon which traditional small-scale fishers depend. From an initial small-scale experience in 1992, MERs have expanded countrywide, now encompassing 30 units (9,700 km2) and nearly 60,000 fishers. Despite such escalating interest in the model, there is little research on the effectiveness of MERs. In this article, we discuss relevant parts of the history and examine the current situation of the fisheries co-management initiative in the Marine Extractive Reserve of Corumbau, which was created in 2000 as the first MER to encompass coral reefs and reef fisheries. We describe the Extractive Reserve co-management arrangement and its main policy and legislative challenges. Finally, we discuss the prospects for the use of MERs as management frameworks for traditional small-scale fisheries in Brazil.  相似文献

A major problem addressed during the preparation of spatial development plans relates to the accessibility to facilities where services of general interest such as education, health care, public safety, and justice are offered to the population. In this context, planners typically aim at redefining the level of hierarchy to assign to the urban centers of the region under study (with a class of facilities associated with each level of hierarchy) and redesigning the region’s transportation network. Traditionally, these two subjects – urban hierarchy and transportation network planning – have been addressed separately in the scientific literature. This paper presents an optimization model that simultaneously determines which urban centers and which network links should be promoted to a new level of hierarchy so as to maximize accessibility to all classes of facilities. The possible usefulness of the model for solving real-world problems of integrated urban hierarchy and transportation network planning is illustrated through an application to the Centro Region of Portugal.  相似文献

This article deals with the problem of decision support for the selection of an aircraft. This is a problem faced by an airline company that is investing in regional charter flights in Brazil. The company belongs to an economic group whose core business is logistics. The problem has eight alternatives to be evaluated under 11 different criteria, whose measurements can be exact, stochastic, or fuzzy. The technique chosen for analyzing and then finding a solution to the problem is the multicriteria decision aiding method named NAIADE (Novel Approach to Imprecise Assessment and Decision Environments). The method used allows tackling the problems by working with quantitative as well as qualitative criteria under uncertainty and imprecision. Another considerable advantage of NAIADE over other multicriteria methods relies in its characteristics of not requiring a prior definition of the weights by the decision maker. As a conclusion, it can be said that the use of NAIADE provided for consistent results to that aircraft selection problem. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

Heterogeneity must be considered in the efficiency analysis of decision‐making units; otherwise, the results will be strongly biased. This is also valid for airport management where the operational environment heavily influences efficiency. In this paper, conditional efficiency measures are applied to airports to incorporate heterogeneity in non‐parametric frontier models which are robust for outlying observations. In particular, the influence of the operational environment on airport efficiency is examined in a sample of 141 international airports. The conclusions show that the operational environment indeed matters and that privatisation, regulation, traffic transfer and the dominant carrier have a positive effect on efficiency, whereas aeronautical revenues influence it negatively. This article presents a method of assessing the economic impacts of ports at both regional level and national level, through application of input–output analysis. To this end, a methodology for data collection is proposed, which combines a top-down with a bottom-up approach which should help in surpassing some of the difficulties commonly faced in port economic impact studies. The presented methodology allows port planners and policymakers to assess the economic significance and geographic reach of port investments. This study considers the economic impacts of the port cluster and the socio-economic significance of port user industries. The several layers of the analysis are kept separate to allow a better grasp of direct and indirect impacts. The proposed methodology is demonstrated in a study of the Port of Lisbon, which confirms the significance of this port to the Portuguese economy, and also demonstrates that the influence of the Port of Lisbon is mostly limited to an area in close proximity to the port. Therefore, results suggest that investments for the development of logistic infrastructures associated with the port should concentrate in the immediate hinterland of the port.  相似文献

The paper presents the main characteristics, costs and impacts of TransMilenio, the bus based mass transit system of Bogotá, using BRT corridors and feeder services. An ex-post cost-benefit analysis is done, including monetary valuation of direct impacts on travel time and travel cost and externalities, such as improved road safety and air quality. Impacts on crime, land values, employment and tax revenue are also presented. The results are positive and robust; nevertheless, it is important to recognize that user perception has declined and there is urgent need to introduce service improvements. The paper also includes an ex-ante evaluation of the projected expansion using current costs, which indicates the need to limit construction capital costs. The results are an indication of the potential of BRT, and the evaluation methodology is applicable to other transit projects.  相似文献
