Charting a New Paradigm of Container Hub Port Development Policy: The Asian Doctrine

This paper proposes the conceptual model of the Asian (Port) Doctrine to explain the successful development of top ranking container ports in Asia during the past four decades. This paper draws a new paradigm for the role of government as a third governance approach in addition to Anglo-Saxon and European doctrines by describing how Asian countries have developed container hub ports by investing in infrastructure as social overhead capital to support export-led growth. We survey characteristics and outcomes in major Asian container port developments and one European port in terms of a port development policy. The findings are presented in a comparative overview of government investment in functional elements of port, maritime infrastructure and landside connections to container ports. This paper confirms that the existing two doctrines—Anglo-Saxon and European doctrines—are not sufficient to explain the Asian success in major container port developments. The proposed framework contends that a newly proposed Asian Doctrine can accomplish this with the help of cross-subsidization, strategic and administered port pricing mechanism.

PRC maritime and the Asian Financial Crisis

This article is concerned with an analytical summary of how the Asian Financial Crisis accelerated reforms in the Chinese maritime industry. Data was collected by the author in his position as Lloyd's List correspondent in Hong Kong covering Greater China. It touches upon very recent shipping line reforms, including COSCO's restructuring, an expansion programme of the shipbuilding industry, and liberalization of the Chinese shipping market. This information is unique, and is not easily accessible to scholars either inside or outside of China.

The Northwest Passage: A simulation

We model shipping through the Northwest Passage in northern Canada in order to see if reported recent ice thinning has made this route economic relative to the Panama Canal. Container shipping between Yokohama to New York and St. Johns, Newfoundland is simulated by VSLAM for the two routes using bluewater ships for the Panama Canal and identically sized Canadian Arctic Class 3 (CAC3) ships for the Northwest Passage. Each route is broken into a series of logical legs, and environmental conditions and wait times are assigned. Ice conditions are modeled from historical records. Average speed through the Northwest Passage shows little seasonal variation. Round trips per year are higher through the Northwest Passage. The required freight rate (RFR) to recover all costs including capital recovery is calculated. RFR is slightly lower for the St. Johns to Yokohama transit using the Northwest Passage, and higher for the New York to Yokohama route, as compared to the Panama Canal. Possible future thinning of Arctic ice would further improve the economics of the Northwest Passage.
