The available highway alignment optimization algorithms use the total cost as the objective function. This is a single objective optimization process. In this process, travel‐time, vehicle operation accident earthwork land acquisition and pavement construction costs are the basic components of the total cost. This single objective highway alignment optimization process has limited capability in handling the cost components separately. Moreover, this process cannot yield a set of alternative solutions from a single run. This paper presents a multi‐objective approach to overcome these shortcomings. Some of the cost components of highway alignments are conflicting in nature. Minimizing some of them will yield a straighter alignment; whereas, minimizing others would make the alignment circuitous. Therefore, the goal of the multiobjective optimization approach is to handle the trade‐off amongst the highway alignment design objectives and present a set of near optimal solutions. The highway alignment objectives, i.e., cost functions, are not continuous in nature. Hence, a special genetic algorithm based multi‐objective optimization algorithm is suggested The proposed methodology is demonstrated via a case study at the end.  相似文献

Within the comprehensive body of law encompassed by the International Convention on Safety of Life at Sea, 1974 (SOLAS), there are two regimes that are topical and outstanding in the current maritime milieu. These are the international safety management and the international ship and port facility regimes, both characterized by two codes serving as the centre of gravity of each, namely, the ISM Code and the ISPS Code, respectively. In this article the concept of the code as a legal instrument is perused following which a critical legal analysis is carried out of the two above-mentioned Codes, including their backgrounds, the evolutionary process culminating into the regimes and their interrelationships. Several anomalies and inadequacies in the two regimes are identified but in the final analysis it is concluded that both instruments are salutary additions to the body of convention law generated by the International Maritime Organization (IMO). They will undoubtedly influence the continuing development of international law in the field of maritime safety and security.  相似文献

Abstract

This paper presents an algorithm for assigning flight departure delays under probabilistic airport capacity. The algorithm dynamically adapts to weather forecasts by revising, if necessary, departure delays. The proposed algorithm leverages state-of-the-art optimization techniques that have appeared in recent literature. As a case study, the algorithm is applied to assigning departure delays to flights scheduled to arrive at San Francisco International Airport in the presence of uncertainty in the fog clearance time. The cumulative distribution function of fog clearance time was estimated from historical data. Using daily weather forecasts to update the probabilities of fog clearance times resulted in improvement of the algorithm's performance. Experimental results also indicate that if the proposed algorithm is applied to assign ground delays to flights inbound at San Francisco International airport, overall delays could be reduced up to 25% compared to current level.  相似文献

The present study tries to see whether the subsidy given to CSTC, which is the oldest and the largest state transport corporation operating in and around Kolkata, is really being used to cover the losses they make over the years or to merely cover-up an inefficient performance. The state owned buses are required to serve, not only non-profitable routes in off-peak hours, but also to give social security or employment to a large section of society. The burden of carrying a huge staff structure and serving at an administered and less than competitive price for welfare reasons, makes CSTC liable to an operating loss. Therefore, it makes a case for subsidy. However, the regular commuters experience regarding the condition of and the services provided by these raises a question about the justification of subsidy. In the study it is seen that the subsidy given is not based on any of the components on which it should, economically.  相似文献

This article provides a synoptic overview of the concept of general average which is one of the saving acts in maritime law. Its principles were entrenched in the Roman law which acknowledged its origins being rooted in the Sea Law of Rhodes. Its evolution as customary law through the medieval maritime codes of the Mediterranean region is also traced in the article. The reader is then brought into the modern era of the international regime of general average through the advent of the York-Antwerp Rules. The basic principles of general average loss, including expenditures and sacrifices, and general average contributions are introduced through references to a number of leading cases. The current status of this ancient law and practice and debates over its future are briefly addressed in conclusion.  相似文献

The concept of general average is of great antiquity. It has fruitfully served the maritime community of the last two millennia, but the justification for its continued existence in the 21st century is questionable. This article examines the proposition that general average is an anachronism and should be abolished — a cry that has been heard for well over a hundred years but has failed to materialise. In the article, the arguments for retaining general average are marshalled alongside the demands for its demise. Current developments in the revision of the York-Antwerp Rules are discussed. In conclusion, the resilience of general average as an age-old equitable maritime principle is recognized. But the author points to the sophistication in the modern regime of marine insurance in support of discarding general average and allowing maritime losses to lie where they fall; to be indemnified independently by the insurer of each interest in a maritime adventure without contribution from co-adventurers or their insurers.  相似文献
