Transport and nation‐state governments worldwide

The Sydney Olympics held in September 2000 provided an opportunity to monitor the planning of transport provision for the world's greatest sporting spectacular. As the single largest major event, the pressures on a city's transport system are enormous, as witnessed by the previous Games in Atlanta and Barcelona. This paper takes a value-chain approach to assess transport performance as a crucial element in the delivery of the Sydney Olympic Games. We begin with a brief overview of strategic value, highlighting some generic aspects of value chains followed by the transport delivery system that came to the fore as significant 'drivers' in the value chain. This is followed by a summary of the effectiveness of the buses, trains, taxis, roads and the airport. A more detailed look is provided of the private bus sector where the problems leading up the opening of the Games received a great deal of media attention. The paper concludes with two stories, one good, one not so good, about transport and the Olympic Games.

Economic Valuation of Coastal and Marine Resources: Bohol Marine Triangle,Philippines

This article provides results on the net benefits generated from the natural resources in the Bohol Marine Triangle (BMT) in the Philippines. The BMT spans over 112,000 ha and its coastal ecosystems are rich in biodiversity and provide economic opportunities to the coastal communities. With a 10% discount rate, the accumulated total net benefits for the BMT resources over a 10-year period is US$11.54 million. Tourism and the municipal fisheries are the most important direct use values of the coastal and marine resources of the BMT accounting for 44% and 39% of the total net benefits. Annual revenues attributed to ecosystems were as follows: coral reefs, US$1.26 million; beach/intertidal area, US$1.12 million; marine waters, US$646,501; mangrove, US$239,561; and seagrass, US$105,990. The large market values indicate the dependence of the local community on the BMT coastal and marine resources. In the same way, non-market values show the important life-support functions of coastal and marine ecosystems. The net benefits reflect the magnitude of potential losses due to improper management of coastal and marine resources in the BMT. This valuation highlights the importance of the coastal services to the BMT economy and draws attention to the benefits the local stakeholders derive from BMT coastal resources. Policy measures can now take into account these values to justify a sufficient investment in coastal management efforts to sustain the flow of coastal services in the interest of current and future generations.

水平连铸QCr0.5铜合金线电磨损性能研究

对水平连铸工艺制备的QCr0.5铬青铜合金接触导线坯料经过固溶、时效、冷轧处理后,研究接触导线的微观摩擦性能与受流滑动磨损行为,分析不同电流作用下接触导线的磨损形貌及磨损特征。微观划擦测试表明:通过加入合金元素Cr,改变了接触导线合金材料的微观组织,提高了合金材料的强度、抗软化性能和抗变形能力,改善了合金的磨损性能,降低了摩擦系数;水平连铸QCr0.5铬青铜合金接触导线的硬度为165.5HV,最大摩擦系数为0.155,最大压入深度为2.68μm。电磨损测试表明:水平连铸QCr0.5铬青铜合金接触导线未加载电流时的磨损主要以磨粒磨损和黏着磨损为主,载流条件下的磨损主要是黏着磨损、磨粒磨损和电侵蚀磨损。磨损率测试结果显示,水平连铸QCr0.5铬青铜合金接触导线磨损性能明显优于商用Cu-Ag接触导线。     

Assessment and Promotion of the Great Barrier Reef's Human Dimensions Through Collaboration

Increasingly, natural resource managers see the marine protected areas that they are responsible for as linked social-ecological systems. This requires an equal focus on managing for both natural and human dimensions of the protected estate. Consequently, identification of indicators that represent the human dimensions of Large Scale Marine Protected Areas (LSMPAs) such as the Great Barrier Reef (GBR) is critical if these values are to be properly considered as part of standard management practice. Assessment and monitoring of the human dimensions of LSMPAs requires a replicable, collaborative process, rolled out at local scales but comparable across vast, socially and geographically diverse areas. This paper explores the application of a process for the development, assessment, and monitoring of the GBR's human dimensions. The process includes (a) development of a conceptual framework that links indicator sets to the desired state of the GBR's human dimensions; and (b) a collaborative approach including ten practical steps to implement assessment, monitoring, and benchmarking of the human dimensions of an LSMPA. We conclude with examination of challenges and opportunities for implementing this process in the GBR context, specifically with respect to the targets and objectives of the Reef 2050 Long-Term Sustainability Plan.
