Community-based management (CBM) could be an essential tool to prevent the depletion of marine resources in the Western Indian Ocean region. In Kenya, political pressure to strengthen local governance, has led to adoption of CBM as a way of reducing over-exploitation and managing the competing uses and impacts on the marine environment. Several communities in Kenya have embraced CBM and have set aside or closed previously fished areas to enhance recovery of fisheries and biodiversity. These community fisheries closures (locally called tengefu), despite being degraded, may recover to finfish abundances and biodiversity levels similar to established MPAs or above thresholds for maintaining some ecological services. Communities see their direct involvement and control of these tengefu as more likely to result in benefits flowing directly to them. Community closures are also important for articulating and resolving community values and strengthening their management capacity. Here, we describe the evolution of the tengefu movement in Kenya and combine information from focus group discussions, interviews, underwater surveys and boundary marking to evaluate the current status, opportunities and challenges facing these tengefu. We show that in some cases community closures suffer from slow and incomplete national and local legislative processes, challenges to compliance, and weak management.  相似文献

A rapidly growing body of empirical evidence has linked improved ecological performance of social–ecological systems (SES) with better compliance with rules governing human activities. Researchers have proposed several key factors that motivate an individual to comply with resource use rules, including deterrence, social pressures, moral inclinations, and perceived legitimacy of rules and responsible authorities. Much of the research on compliance proposes causal mechanisms at the individual human level, but few studies test causal paths with empirical data particularly at the site level. This study tested a proposed pathway for explaining overall compliance rates and ecological performance in SES using data from structured surveys of community members, key informant interviews, policy documents, and coral reef surveys at marine protected areas (MPAs) and their associated human communities in the wider Caribbean. Findings indicate that compliance and other active MPA management interventions positively affect ecological performance, and site-level contextual factors (level of community development and being part of a political network) positively influence significant predictors of overall compliance rates, which include active MPA management and enforced punishments.  相似文献

A combined finite-element boundary-element method is presented in detail to calculate the dynamic interaction of the railway track and the underlying soil. A number of results are shown for ballasted and slab track, demonstrating the influence of the stiffness of the soil and the rail pads on the vertical compliance of the track. The compliance of the track is combined with a simple model of the vehicle giving the transfer function of vehicle-track interaction. An experimental verification of the theoretical results is achieved by harmonic and impulse excitation with and without static (train-) load and by combined measurements of train-track-soil interaction. A clear vehicle-track resonance is found for the slab track with elastic rail pads and for higher frequencies at highspeed traffic, the dynamic axle loads due to sleeper passage are reduced.  相似文献

采用重复蠕变试验,利用Burgers模型对各沥青胶浆的蠕变过程进行模拟,从胶浆的蠕变劲度黏性成分Gv、累积应变γacc和蠕变柔量等方面分析了不同阻燃沥青胶浆的高温性能表现.结果表明:纤维和复合阻燃剂的加入均会增大阻燃沥青胶浆的Gv并降低γacc,3种复配比例的阻燃沥青胶浆中M-FR1和M-FR2的Gv值相等且最大;而M-FR1沥青胶浆的γacc最小;其次是M-FR2.这两种阻燃沥青胶浆高温性能均要优于常规掺量下的木质素纤维沥青胶浆.蠕变柔量分析结果表明,M-FR2阻燃沥青胶浆的瞬时弹性变形柔量JE和延迟弹性变形柔量JC占总柔量的百分比之和最大,高温抗变形能力最强.综合各阻燃沥青胶浆的蠕变力学特性,推荐复合阻燃材料的最优复配比例为15%矿物纤维+6%复合阻燃剂(即M-FR2).  相似文献

为促进全球海上安全和防污染相关国际公约的有效执行,国际海事组织于2009年批准了"IMO成员国自愿审核机制"强制化,我国将于2021年接受IMO的强制审核。船检占强制审核政府义务条款大部分内容,其被视为IMO进行强制审核的重点领域。因此,本文拟针对IMO履约规则及相关国际公约中有关船检的管理要求,对我国海事船检履约情况进行评估,分析我国船检海事立法与管理方面存在的问题,提出我国针对船检履约与应对IMO强制审核的要点及改进措施,以满足2021年IMO强制审核的要求。  相似文献

为研究五连杆非独立后悬架车辆的操纵稳定性,建立了含后轴弹性转向的线性三自由度操纵稳定性整车模型,运用频域法研究了后轴弹性转向对整车不足转向性能的影响.结果表明:左、右上拉杆的交点相对后轴中心的纵向位置及上拉杆衬套的刚度影响整车的不足转向特性.当上拉杆交点位于后轴之后1.65 m及上拉杆衬套的扭转刚度为1.5 kN.m/rad时,整车的不足转向特性较理想.试验与理论模型仿真结果趋势一致.  相似文献

This article investigates the effect of frame compliance and rider mobility on the scooter stability. Particular attention is given to the wobble mode, because it may easily become unstable in the vehicle speed range. This article includes a synthetic discussion of previous works, presents a new mathematical model, and discusses the results of both numerical and experimental analyses of the vehicle stability by varying the vehicle characteristics and motion conditions.

The mathematical model describes the out-of-plane dynamics of the scooter and consists of a twelve-degree-freedom linear model. It describes the main scooter features and, in particular, includes the frame compliance, rider mobility, and an advanced tire model. The torsion and bending compliance of both the front fork and swingarm are modelled using lumped rotational springs; similarly, the rider mobility is described by means of two soft springs which connect the rider body to the chassis. The tire model describes in detail the carcass geometry and its compliance. The full scooter model is available on the website www.dinamoto.it and has been derived using ‘MBSymba’, which is a package for the symbolic modelling of multibody systems.

The scooter stability has been investigated at both low and high speeds; in particular, the effect of vehicle compliance and rider mobility on the weave and wobble modes have been examined. Numerical simulations show that the bending flexibility of the front fork stabilizes wobble mode at high speed and has a contrary effect at low speed, whereas the torsion flexibility of the fork does not appear to have a remarkable influence; the bending flexibility of the swingarm slightly stabilizes the weave mode at very high speeds whereas the torsion flexibility of the swingarm has a contrary effect. The effect of rider mobility is to stabilize the weave mode at high speed and the wobble mode at low speed. Several experimental tests have been carried out in the same speed range and a good correlation between simulations and tests has been found. The variation of some important vehicle parameters has been investigated; in particular, tests were repeated for different values of the rear-frame inertia, the rear-chassis stiffness, the front-tire characteristics, the normal trail, and the steer inertia.  相似文献
