IACS及其共同结构规范近况

国际船级社协会(IACS)现由12个会员船级社(ABS、BV、CCS、CRS、DNV·GL、IRS、KR、LR、NK、PRS、RINA和RS)组成。IACS的出版物包括共同结构规范(CSR)、统一要求(UR)、统一解释(UI)、程序要求(PR)和建议(Rec.)等。共同结构规范的最新版本为2018年1月1日发布的《散货船和油船共同结构规范》(生效日期为2018年7月1日)。统一要求是针对与船级社的特定规范要求和实践直接相关的或涉及的事项所通过的决定。《国际极地水域营运船舶规则》(极地规则)中引用了IACSURI"对极地船级的要求"。统一解释是针对在执行IMO公约或建议的要求中所产生问题而通过的决定。船舶检验分为两类——入级检验和法定检验,这两种检验催生了船舶规范和规则,规范与规则具有不同的发展历程。

IACS and Latest Progress of its Common Structural Rules

International Association of Classification Societies(IACS)is composed of 12 Member Classification Societies(ABS,BV,CCS,CRS,DNV·GL,IRS,KR,LR,NK,PRS,RINA and RS).IACS Publications include Common Structural Rules(CSR),Unified Requirements(UR),Unified Interpretations(UI),Procedural Requirements(PR)and Recommendations(Rec.)etc.The latest version of CSR is the Common Structural Rules for Bulk Carriers and Oil Tankers issued at 1st January,2018,available at 1st July,2018.Unified Requirements are resolutions agreed on matters directly related to or involved in the specific rule requirements and practices of classification societies.International Code for Ships Operating in Polar Waters(Polar Code)quoted from IACS UR I“Requirements concerning Polar Class”.Unified Interpretations are resolutions agreed on the matters arising from the implementation of IMO Conventions or Recommendations.Ship survey can be divided into two categories:classification survey and statutory survey.These two kinds of survey forced ship rules and regulations,which have different development history.
