Focusing on the independent third-party safety evaluation and certification work over the urban rail transit domestic MTC-I type train control （CBTC） system, the paper describes the concepts and definitions of technical standards system of signaling safety criticall system, safety integrity level, security certification type, risk evaluation principles and so on. It describes the general product safety certification practice of MTC-I type CBTC system based on the detailed content of safety certification, system lifecycle, safety guarantee architecture, project risk management, safety auditing and assessment. The elements of safety certification including establishment of the safety certification system of China＇s urban rail transit industry strategy, as well as the principles development, implementation of the of risk management and control are analyzed and discussed.
