TBM集群化施工项目设备采购与施工过程管理模式探析——以辽宁重点输水工程为例

为解决多台TBM集群化施工项目在TBM设备采购、施工全过程TBM管控、刀具和配件供应、设备维护维修及TBM重大技术方案论证等方面存在的问题，总结辽宁重点输水工程8台TBM采购及施工过程中TBM设备运行管控的管理模式和管理经验，提出以建设单位为主导的TBM设备集中统一管理模式，统一组织承包商进行TBM集中采购招标，全过程参与TBM设计联络会议、设备监造、现场组装调试及试运行、施工运行等管理工作，协调建立刀具和备件统一供应机制，主导TBM重大技术方案研讨论证，为施工承包商提供全方位的资金、技术和管理支持。实践证明，TBM集群化施工项目采用以建设单位为主导的TBM设备集中统一管理模式，以专业技术团队为后盾，可为TBM设备正常运行提供有力的技术支持，为加快施工进度、缩短工期提供有力保障。

Management Mode Analysis of Equipment Procurement and Construction Process of TBM Clustering Construction Project: a Case Study of Liaoning Key Water Supplying Project

In order to solve problems of TBM equipment procurement, TBM management in the whole construction process, cutter and components supply, equipment maintenance and repair, and TBM major technical scheme demonstration for clustering construction project by multiple TBMs, the management mode and management experience of procurement and construction process operation control of 8 TBMs used in Liaoning Key Water Supplying Project are summarized. A centralized and unified management mode of TBM equipment with owner unit as the leading factor is put forward, i.e. the owner unit organizes contractors to conduct TBM centralized procurement bidding, participates in the whole process of TBM design liaison meeting, equipment supervision, on site assembly and commissioning, trial operation, construction operation and other management work, establishes a mechanism of cutter and components supplying, leads the discussion and demonstration of TBM major technical schemes, and provides sufficient capital investment and technical support for construction contractors. The practice shows that the centralized and unified management mode mentioned above can provide strong technical support for normal operation of TBM equipment and guarantee the rapid construction.
