| 摘 要： | 随着国际海运业的飞速发展，航运市场的竞争日趋激烈，港口国监督的标准和要求也越来越高。我国作为IMO A类理事国，“九五”后期国际航行船队在全球主要区域性港口国监督组织中迅速“降滞脱黑”，实现了“一年见成效，三年换面貌”的总体目标，履约水平明显提高，并于“十五”期间稳居各区域性港口国监督组织的“白名单”中。
