财富持续创造能力与交通资源配置的关系研究

摘    要:为了有效促进物质财富创造能力的持续提升和物质财富的合理分配,首先以人类无差别生命周期为基础,诠释物质财富持续创造能力养成的机理,并利用人力资本模型和生产函数分析交通资源配置对物质财富持续创造能力提升的关键作用。然后,采用世代交替模型(OLG)刻画人的生命周期的2个阶段,考虑物质财富代际之间的传递,对物质财富创造能力在整个生命周期的动态增长过程及其存在的因果关系进行描述。同时利用统计分布函数和基尼系数(Gini)的一般计算公式,理论分析了社会财富分布形态与社会人力资本积累的关系以及交通资源配置与社会财富分布形态之间的关系。进一步,收集中国1998~2017年可获得的27个省份的交通基础设施配置水平、社会收入差异以及社会人力资本积累等关键影响因素的面板数据,通过实证分析验证理论部分的推论。研究结果表明:交通资源应当向具有资源禀赋但交通资源配置水平低的贫困地区、农村地区倾斜配置;研究成果对于在新时期通过交通资源配置的手段,促进社会的物质财富持续创造和合理分配,解决中国经济发展的不平衡不充分问题,推动经济的可持续增长具有重要的理论指导意义。

Abstract:To effectively promote the ability of continuous material wealth creation and proper allocation of wealth, this study explains the mechanism of cultivating the ability to continuously create wealth based on human life normal cycle processes. Human capital models and production functions were utilized to analyze the essential effect of transport resource allocation to enhance of continuous material wealth creation. Then, on the basis of the overlapping generation model to portray the cultivation and creation periods, this work described the dynamic incremental processes involved in wealth creation in the life cycles of human beings and the causal relationship between the different periods of the life cycle by supposing that there was an intergenerational transmission of material wealth. Using statistical distribution functions and the Gini computing equation, two important interrelations were illustrated. The first was the relation between social wealth distribution and human capital accumulation, and the other was the relation between transport resources allocation and social wealth distribution. It is discovered that transport resources should be preferentially allocated to less developed and rural areas which have potential endowments but lack adequate transport resource allocations. Further, utilizing the panel data on 27 provinces of China from 1998-2017, regression analyses on the core influential issues such as transport infrastructure, social income distribution, and human capital accumulation were performed to verify the proposition analytically. The results of this research indicate that rational transport resource allocation is required to promote balanced regional development and advance the sustainable economic growth.
