| 摘 要： | 信息化建设是实现航标管理与服务水平提高的有效手段.结合厦门航标处航标信息化建设实践,提出了对航标信息化顶层设计的思考和建议.首先,分析了顶层设计的基本概念、必要性以及地位作用.其次,对航标信息化顶层设计的主要问题、内容及其意义进行了研究.研究表明,从战略全局的高度谋划信息化规划,搞好顶层设计,对于中国海事航标信息化建设具有重要而深远的意义.
