| 摘 要： | 探讨建立规范全面的水运企业行政监管指标体系方法。依据各级法律规章和最新的规范性文件，采用层次分析法，定性分析初步选定指标结构，使用德尔菲法进行定量检验分析。建立科学、合理和实操性较强的监管指标标准。为行政监管部门实施水运企业的有效监管提供保障。
