摘    要:基于水安全的城市发展对策,要求根据城市水资源、水环境和水灾害问题的特殊性,维护和保障城市水生态系统的合理结构与科学配置,有针对性地加强城市水基础设施建设,从而达到水生态与城市社会、经济、环境之间的协调发展。以位于陇中黄土高原地区的天水市为例,分析了突出的水资源、水环境和涉水灾害等水安全问题。并从提高城市水资源、水环境承载能力和城市抵御突发性自然灾害能力的思路出发,提出加强水基础设施建设、优化城市发展规划等几点具体措施。强调黄土高原地区在城市化建设中必须高度重视城市水安全问题。

Abstract:Urban developing countermeasure for water safety is required in accordance with the particularity of urban water resource, water environment and flood problem, to maintain and ensure the reasonable structure and science disposition of urban water ecosystem as well as to strengthen with aim the construction of urban water foundation facilities so as to reach the coordination and development of water ecology with urban society, economy, environment. Taking Tianshui City located in Longzhong loess plateau area as an example, the paper analyzes the water safety problem such as outstanding water resource, water environment and wade calamity etc. And from thinking for improving the bearing capacity of urban water recourse and water environment and the capacity for withstanding urban sudden natural calamity, the paper also puts forward some concrete measures such as to strengthen construction of water infrastructure and optimization urban developing planning etc. At the same time, it stresses to pay high attention to urban water safety problem in the citified construction of loess plateau area.
