城市-交通量化规划体系探讨

摘    要:交通规划的根本目的是使供需保持相对均衡,而目前交通规划、设计、建设、管理手段难以相对长期地达到此目的。为此,本文提出城市-交通量化规划理念。从交通需求的派生性出发,构建城市-交通量化规划的理论体系与结构体系。通过城市-交通量化规划方法,量化交通需求与交通基础设施的承载能力,发现、比较、描述和度量交通拥堵的症结所在,加强土地利用与交通规划的区域整合力度,调控土地布局形态与开发强度,使之产生的交通需求与交通供给保持动态的均衡。

Abstract:The fundamental purpose of traffic planning is to maintain a relative balance between the traffic supply and traffic demand. But the current traffic planning,design,construction,and management tools are relatively difficult to achieve this in a long-term. So,a city-traffic quantitative planning conception was pointed out. An academic systemand a construction system were conceived through the derivative of traffic demand. By this way,the crux of traffic congestion problem was studied by quantifying the traffic demand and the carrying capacity of traffic infrastructure. The regional integration efforts between land-use efficiency and traffic planning was strengthened,and the land-use distribution and development strength were controlled to maintain a dynamic balance between the traffic demand and traffic supply.
