| 摘 要： | 方便旗船舶安全管理的政府主管机关是方便旗国的海事主管当局,其他各国的海事主管机关只能从港口国监督的角度对其进行监管。方便旗国的海事主管当局有权利也有义务对悬挂其国旗的船舶加强安全管理,并承担相应的安全管理行政责任和后果。
