| Abstract: | Port State Control becomes very important, which is initially designed to assist flag states to control vessels flying their flags. Along with the development of PSC, it gradually becomes a vital measure for accident and pollution prevention. Human element is always deemed as a main cause for maritime accidents. In this article, PSC inspection on human element is discussed and clarified. |
