Discussion on the unification of legal and social effect in maritime law enforcement

In the process of maritime law enforcement,the dilemma of the contradiction of legality and rationality arises occasionally.It is a key issue how to balance these two factors in dealing with such value contradiction both theoretically and practically in the administrative law enforcement.This paper discusses which factor should be put top priority in case of the contradiction between social influence and legal effect,and puts forward some suggestions on how to harmonize the above mentioned factors.
