| 摘 要： | 码头结构相对固定,是确定码头靠泊能力的内在因素;船舶航经水域的通航条件处于变化之中,是确定码头靠泊能力的外在条件.码头靠泊能力核查,应以码头结构为主,且提升码头等级所提出的限定条件不得超过相关规范的要求及当地水文气象要素的平均值,而不能因核查论证时的某一通航条件限制了码头的靠泊能力.
