| 摘 要： | 防恐所针对目标极为泛化,范围广而难以找到防备的焦点.通过对政府、企业和社会三者关系分析,得出防恐是一项系统工程,必须依托政府以实现政府主导、企业配合及社会公众共同致力参与的防恐工作.提出在软课题方面进行深化研究,在协调体制上展开充分探讨,以完善轨道交通防恐体系.

| Abstract: | The targets of anti-terrorism action are wide and extensive, because it's hard to find the defense focuses. This paper analyzes the coordination between the g overnment, enterprises and the public, argues that the work of anti-terrori sm is a systemic project involving all initiatives of the government, the enterprises and the public. This paper also holds that in order to strengthen the anti-te r rorism action, it's important to deepen the understanding in the aspect of terro rism-proof coordination mechanism. |
