Abstract:The effect of relevant energy saving and emission reduction policies on port energy consumption and air pollutant emission is examined.The dynamic model of port energy saving and emission reduction system is constructed and the implementation effects with different policy schemes are simulated and analyzed,focusing on the interaction mechanism among the system elements affecting port energy saving and emission reduction.The research shows that:The technical means and the market mechanism have the most significant effects on the energy saving and emission reduction of the port,within which the carbon emission trading mechanism shows high effectiveness while the effect of the financial incentive appears rather weak;However,the latter can expand the space for energy saving and emission reduction in long term;The operation and management policies have no obvious effect on the whole port because of its narrow coverage.
