| 摘 要： | 基于系统论,应用隶属度分析、相关性分析、鉴别力分析等方法筛选出科学的符合客观实际的指标,建立了高速公路网应急救援能力评价指标体系;采用5/5-9/1标度层次分析法确定指标权重,并应用模糊聚类方法对不同专家所给的权重进行分类合成,提高了权重确定的合理性;建构的应急救援能力评价模型具有系统性、科学性及可操作性.
