打击船员考试高科技作弊行为的法律思考

近年来,随着水运经济的持续发展,船员行业竞争日趋激烈,在船员适任资格考试中使用高科技器材实施作弊的现象愈演愈烈。笔者分析了造成该现象的社会原因和历史原因,结合海事公安办案实践对查处该行为的疑点难点问题进行详细阐述和说明,并提出解决对策,建议通过健全立法、净化电子市场、加强思想教育等多种方式严厉打击高科技作弊行为,规范船员考试秩序,维护参考者的合法权益。
