建立搜救应急通信体系 实现有效海上人命救助——对一起通过发布无线电航警实现海上人命救助案例的思考

为实现有效的海上人命救助，海事搜救部门应当建立行之有效的、完善的搜救应急通信体系：文中介绍一起上海海上搜救中心收到海上人员落水报警，通过发布英文航行警告与过路的外籍船舶及时建立起应急通信后，成功实现人命救助的案例，阐述了建立应急通信体系的必要性和可行性，对建立搜救应急通信的方法、措施等提出了有针对性的意见，以期为我国海上搜救水平的提升提供参考？

An effective communication system for emergency response is essential for a successful maritime search and rescue——lessons learned from a successful SAR operation through releasing radio navigation warning

In order to realize effective rescue of lives at sea, MSA/RCC should establish practicable/effective SAR communication systems. By introducing a successful rescue case at deep sea carried out by a passing-by foreign registered vessel coordinated by Shanghai RCC through a radio navigational warning, this paper expatiates the necessity and feasibility of establishing emergency communication systems. The authors of this paper also provide some relevant measures on how to establish the system.
