常州市"限摩"政策对城市交通的影响分析

摘    要:根据常州市“限摩”背景情况和常州市居民出行调查数据,提出合理的摩托车交通方式转移结构。在此基础上分析了两种摩托车交通方式转移结构下的交通增量对道路交通量的影响,同时分析了摩托车交通转移量占有道路面积的情况。针对常州市当前交通状况,提出了应对措施和建议,指出应该限制摩托车在城市客运交通中的发展,以公交优先政策作为“限摩”政策实施的有力保障,实现城市客运交通的可持续发展。

Abstract:On the basis of the background of motorcycle restraining policy and the data of the current resident trip survey in the city of Changzhou, this paper proposes a rational framework of motorcycle traffic mode transferring. It discusses the impact of the increment of traffic volume upon the traffic flow under the two different motorcycle transfer conditions . Then it gives a further analysis of road area occupancy. According to the traffic status in the city of Changzhou, this paper provides the constructive suggestions to solve the traffic problems. It points that motorcycle traffic should be restrained in urban passenger transport, and giving priority to the development of public traffic system would be a necessary choice for the sustainable development of urban traffic.
