随着经济与社会的发展,＂市管县＂体制呈现其弊端,而与此同时,随着＂省管县＂在一些地方的试点成功,全面推广这种模式的呼声日益高涨。本文在对＂市管县＂体制的由来与现状进行梳理的基础上,综合分析目前所进行的＂扩权强县＂、＂县财省管＂的尝试,探寻其理论支撑和可能带来的问题,从而为我国地方行政体制改革提供一些建议。

Feasibility Analysis about the Generalizations of "Province-governed counties"

With the development of the economy and the society, the ＂city-governed county＂ systems has shown a lot of disadvantages, while the voice of generalizing the ＂province-governed counties＂ are becoming more and more powerful because of their experimental success. After analyzing the courses and current situations of ＂city-governed county systems＂ , the paper comprehensively analyzes the current experiment of ＂vitalizing the counties by extending their powers＂ and ＂counties finance being governed by the province＂ and explores their theoretical basis as well as their probable problems so as to provide some advice for the local administrative reform.
