| 摘 要： | 为了贯彻落实国家实施西部大开发战略，加快促进西部地区交通基础设施建设，原交通部于2001年启动了“西部交通建设科技项目计划”（以下简称“西部项目”），目的在于凝聚社会科技资源，攻克长期困扰西部地区交通建设的技术难题，打破制约西部交通发展的技术瓶颈，促进西部交通建设的又好又快发展。
