城市轨道交通建设模式与措施

为保障中国城市轨道交通事业的可持续发展,系统分析了国际城市轨道交通建设经验,研究了其融资结构和运营模式,在深入调查基础上,运用定量与定性分析方法,研究了中国城市轨道交通建设中遇到的问题,可采用的投融资模式与运营策略,并以沈阳市轨道交通建设为例进行了分析。研究结果表明:城市轨道交通建设模式可分为3个阶段,中国大多数城市处于第1阶段,应充分借鉴各国建设经验,发挥后发优势;加强政府主导作用,逐步引入社会资本,扩大城市轨道交通建设的融资渠道,建立高效、经济的城市轨道交通建设模式。

Construction modes and measures of urban rail transit

In order to ensure the sustainable development of urban rail transit in China,the construction experiences of international urban rail transit were summarized,their financing structures and operation modes were studied.Taking Shenyang City as an example,the potential problems,financing and operation strategies in the development of urban rail transit in China were analyzed by using quantitative and qualitative analysis methods.Analysis result shows that the construction modes of urban rail transit can be divided into three stages,the modes of most cities in China are in the first stage,it is valuable to learn international existing experiences to exploit their advantages.The government should dominate in the development of local urban rail construction,it should be opened gradually to social capital to support the further development of rail construction and achieve an efficient and economical development mode.2 tabs,11 refs.
