基于比对分析的海事履约能力建设研究

为迎接IMO强制审核,我国海事部门于2017年部署开展了第三方海事履约评估,客观评价我国海事履约的阶段性成效,系统分析履约工作存在的问题与不足。截至2019年,第一轮海事履约评估已基本完成。文中基于海事履约第三方评估结果,与IMO强制审核发现的问题进行了比对分析,旨在找出我国海事履约存在的不足与改进的方向,提出解决我国海事履约与国际海事履约的共性问题的路径建议,并对我国海事履约存在的个性问题提出了改进建议。

Research on the development of instruments implementation capability of China MSA on the base of comparative analysis

In order to be well prepared for the IMO mandatory audit,the maritime administration in China carried out a third-party evaluation on maritime instruments implementation in 2017,aiming at objectively evaluating the staged achievements of maritime instruments implementation in China and systematically analyzing the existing problems and shortcomings in instruments implementation.Till now,the first-round evaluation has been completed.This article makes a comparative analysis of the outcomes from the third-party evaluation on maritime instruments implementation as well as the problems revealed in IMO mandatory audits and provides advice on addressing the common issues as well as suggestions for improving the specific problems faced by China.
