| 摘 要： | 文中在梳理国际海事组织(IMO)强制性审核机制以及相关公约和国际航标协会(IALA)规则基础上,结合国内船舶交通服务(VTS)发展现状,综合分析了IMO强制性审核对VTS的影响,总结出中国VTS应对审核的要点,并从法律和技术层面对中国VTS应对IMO强制性审核提出了履约策略。

| Abstract: | Based on the review of IMO mandatory audit scheme and relevant maritime conventions and IALA rules and in view of the status of domestic VTS,the article comprehensively analyzes the impact of IMO mandatory audit on VTS,summarizes the key points for China VTS in terms of accepting the audit,and proposes countermeasures from the legal and technical aspects for China as a response to IMO mandatory audit. |
