岸基临时补给点是海军机动工程保障体系的重要组成部分,岸基临时补给点建设在认识上、规划上、理论研究和技术研发上、部队力量建设和预先准备上还存在较大差距,需要：加强研究,搞好顶层设计;深入开展预先研究和战场建设准备;加强专业机动保障装备器材研发;筹划专业工程保障队伍建设。为适应海军建设发展和打赢高技术海上局部战争奠定基础。

Strengthen the Construction of Shore-Based Temporary Supply Points to Perfect the Support System of Navy Maneuvering Engineering

Shore-based temporary supply points are an important component part of the support system of navy maneuvering en- gineering. However,the construction of them still has much to be desired as to our awareness, planning, theoretical study, technical development, the construction of the armed forces and preparations, and needs further studying, and a deep study should be made of their top plan;a preliminary study and preparations for the construction o~ battlefields should be made; the development of professional maneuvering support equipments and materials should be strengthened; the support forces for pro- fessional engineering should be planned and organized. The paper may help lay solid {oundations for the development and con- struction of the Navy and help win local high-tech sea wars in the future.
