| 摘 要： | 2008年12月12日，全国水监体制改革10周年座谈会在京召开。交通运输部部长李盛霖亲切会见了出席座谈会的原交通部部长钱永昌，原交通部副部长李居昌、林祖乙等离退休老领导、老同志。交通运输部副部长徐祖远、部海事局常务副局长刘功臣、党委书记梁晓安出席座谈会并讲话。大会回顾了海事10年的发展历程，总结了全国水监体制改革10年来取得的成就和经验，分析了当前面临的形势和任务，同时为海事未来的发展指明了方向。
