摘    要:铁路网投资规划在实践中因其规模庞大和影响因素复杂而难以实现定量优化。现提出的铁路网多项目多阶段投资规划模型,从工程造价和路网配流综合优化的角度出发,探讨了多个五年规划期内有限的建设资金投入对工程建设项目优选的影响。建设项目的投资成本和运输成本的规模经济效应被纳入到模型中。借助通道项目状态0-1变量的设计,模型实现了相邻规划期间项目状态对投资成本影响的反映。此外,模型融合铁路车流树形径路特点,实现了规划年运量的优化配流。模型规划的总目标是在满足各个规划期投入资金预算限制的条件下,路网建设项目的选择,能够确保所有规划期内的货流和客流的运输成本、未满足需求所带来的损失和各种建设项目所需要的年度化资金投入最小。

Abstract:Railroad network design and investment are hard to be optimized quantitatively for the sake of the large-scale network and complex environment. This paper discusses the impact of limited investment on the optimal choice of the railway project by means of optimizing both the the project investment and cost of routing cars, and constructs a model of railroad network design and investment including multiple projects in several Five-year Plans. The economies of scale in cost of investment and cost of transportation are involved in the model. With designing the 0-1 variable about the project of corridor, the model expresses the impact of project in the previous Five-year Plan on the current investment. In addition, it assigns freight flow to optimality ac- cording to the tree-shape path that is closer rail practice. The objective is to minimize the operating cost of the freight and passenger flow, the shadow cost of unsatisfied demand, and the investment cost of projects in all Five-year Plans, subject to limits on the total budget in every Five-year Plan.
