以哈尔滨市霁虹桥的改造施工为例，详细分析施工期间对区域路网交通运行状况的影响以及施工与道路交通的矛盾关系，并从“点、线、面”不同层次综合考虑，在合理确定交通组织原则的基础上，提出科学可行的交通组织方案和交通管理对策，并对方案的适应性作评价，尽量降低施工期对区域交通的影响程度。
