| Abstract: | In this paper,the present situation and challenges to shortwave ALE（Automatic Link Establishment） systems are discussed.Analysis the feasibility for applying cognitive radio concepts and dynamic spectrum access technology to shortwave communications,then suggests several tentative ideas for a new generation of shortwave ALE system and possible trends for the development. |
