城市应急疏散策略

自9·11事件以来,许多国家都在研究如何采取有效的疏散和撤离措施将人们撤离出危险区域,将突发事件带来的损失降到最小,并且建立应急指挥体系以及处置突发事件的交通组织预案。假设路网类型呈方格网状城市发生突发事件,在此情形下搭建了OREMS应急交通疏散平台,对让行规则、信号控制、单行方式3种交通组织疏散方式下的疏散效率进行了对比与分析,给应急部门提供适合的交通疏散方法,以减少各种突发事件造成的人员伤亡与财产损失。

Study on Evacuation Strategies for The Emergency of Cities

After September 11,most countries are doing study on using more effective evacuation plan to get people in danger to leave dangerous places to minimize the loss,and emergency command system and the emergency transportation management were established by the government.This study hypothesizes that there is an emergency occurred in a grid road city.An OREMS evacuation plat is established under this hypotheses,and the evacuation efficiencies of yield traffic control,signal traffic control and one way traffic control are analyzed. This study can offer proper traffic evacuation plan for emergency department to reduce the casualty and wealth loss of the emergency.
