| 摘 要： | 今年11月间，我国政府将接受国际海事组织自愿审核机制评审组对我国开展的审核，有关船旗国职责的话题正不断升温。对船旗国义务的起源进行重新审视，探讨船旗管理的发展趋势有助于加快我国相关法律法规制度的健全和推进。

| Abstract: | China received audit under IMO Member State Voluntary Audit Scheme in November 2009. The responsibility of a Flag State has become a hot topic recently. A review of the obligations of the Flag State and a study of the trend of Flag State Control development will contribute to the improvement and promotion of the country＇s relevant legislation. |
