| 摘 要： | 权利问题和权力问题是宪法学的主要问题。在权力方面，宪法授予国家权力，同时又限制国家权力。宪法构建国家权力的基本框架，确立国家权力的组织活动原则，直接规范国家立法权。

| Abstract: | The matter of right and the matter of power are the major problems of the science of constitution. As far as power is concerned, the constitution grants power to the state, but restricts its power in the meantime. The constitution establishes the framework of the state power, defines its working principles, and prescribes the state legislative directly. |
