我国城市轨道交通建设规划存在的有关问题及建议

结合我国城市轨道交通发展的现状,分析城市轨道交通建设规划存在与上位规划不符、建设规划项目执行过程中方案随意调整、与其他交通方式不能衔接协调、规划用地难以落实、地方政府财政承受能力与轨道交通可持续发展等问题,提出加强城市轨道交通规划与上位规划协调、加强城市轨道交通建设规划方案的论证、加强以轨道交通为核心的交通一体化工作、加强轨道交通及相关设施用地控制、强化轨道交通全寿命周期财政承受能力论证等建议。

Main Problems and Suggestions Regarding Urban Rail Transit Construction Plan in China

With the fast development of urban rail transit in China, this paper analyzes the main problems regarding the urban rail transit construction plan, including the fact that the urban rail transit construction plan does not meet the master plan, the urban rail transit construction plan has been adjusted at will during its implementation, coordination of urban rail transit with other modes of public tronsportation has not been smooth, the planning of land use has been difficult to implement, and the financial capacity of local governments has been insufficient. Furthermore, suggestions regarding these main problems are given, including improving the coordination of the urban rail transit construction plan and the master plan, strengthening the demonstration of the urban rail transit construction plan, developing an integration of transportation with the core of rail transportation, strengthening control of land use for rail transit and related facilities, and strengthening the financial viability of the rail transit lifecycle.
