摘    要:
为有效评估机场航班时刻管理,揭示延误问题根源,本文提出一种独立、客观的时刻资源配置评价方法。首先从延误的定义出发,对时刻管理中存在的延误进行分类,再分析各类延误的含义,并对各种延误进行了强度等级划分。通过层次分析法和物元法确定了各种延误的权重参数,对时刻管理效果形成量化指标。最后以首都机场为例进行了仿真验证,从结论可见,该评价方法能较好地贴近实际情况,反映时刻管理中的问题。

Abstract:
An independent and objective method to evaluate the slot resource arrangement was constructed in this paper, which classified the delays in the slot management according to the definition of delay, analyzed the meaning of all the kinds of delay and also defined the intensity grade of each delay kind. With the AHP and the Matter-element methods, a series of numerical weight quotas were determined for the slot arrangement by the definition. At the end, the article took Beijing International Airport as an example to test the method by simulation, and the result showed that the method could match up the reality and the exposed problems in slot arrangement.
